Description
1. Background: Military Sealift Command (MSC) Force Protection (N34) seeks as a matter of priority to increase the ballistics protection of mariner's onboard MSC vessels by providing ballistic protection plate inserts for use with the currently fielded Outer Tactical Vest (OTV) Point Blank Interceptor Kevlar composed "soft" body armor. COMSCINST 5530.3D Chapter 3, paragraph 6 requires MSC ships to maintain a ship's reaction force (SRF) with a minimum of five members in accordance with the vessel security plan (VSP). COMSCINST 5530.3D, Appendix E - BASELINE PRE-Planned responses (PPR) for MSC SHIPS sets forth specific guidance for Masters to develop PPRs that will be effective deterrents to defend against criminal, including but not limited to, terrorist or piracy attacks on MSC vessels. MSC ships are frequently required to transit pirate danger areas where the most common threat is the AK47 type 7.62MM round. The plates required by N34 require Enhanced Small Arms Protective Insert (ESAPI) Ballistic First Article Test and Lot Testing as identified per CO/PD 04-19D will be approved by NAVSEA's Navy Body Armor Technical Authority once test data has been reviewed and accepted. 2. Item Description: a. ESAPI Plates - as approved by NAVSEA. Manufactured from a ceramic core backed with a high performance composite layered fiber. Finished in Cordura nylon covering. Ballistic First Article Test and Lot testing as identified in CO/PD 04-19D, and follow test method per CO/PD 04-19D. i. Striking Velocity: per CO/PD 04-19D ii. Small, Medium, Large, X-Large: i. Width Inches - 8.75, 9.50, 10.25, 11.00 ii. Length Inches - 11.75, 12.50, 13.25, 14.00 iii. Thickness Inches - 0.98, 0.98,.098,.098 iv. Weight Pounds - 4.75, 5.45, 6.26, 7.10 b. Contractor must provide FAT and LAT documentation for ESAPI. c. Shipping Instructions: i. If original shipping container is not available, an empty tri-wall box (40" X 48" X 22", triple-ply cardboard box with plastic pallet base and locking lid) shall be constructed. ii. Before packing plates into the tri-wall box, a two-ply cardboard base plate and a layer of single density foam must be placed in the bottom of the box for additional support of the plates. iii. Plates will then be placed into the boxes either on their short edge (with the non-angled base toward the bottom) or their long edge (with the inspection label side edge on top). iv. Plates must be packed in the following configuration: Size Total Rows # per Row Orientation XLG 105 3 35 Long Edge LRG 105 3 35 Long Edge MED 140 4 35 Short Edge SML 140 4 35 Short Edge XSM 140 4 35 Short Edge v. Single density foam must be placed between each plate. vi. Each row should have a two-ply cardboard divider placed in between to prevent shifting of the plates during transportation. If additional padding is required to secure the plates, single density foam should be applied. vii. Once the plates are packed into rows, an additional layer of single density foam should be placed on top and the lid should be secured. viii. The tri-wall box should be banded for additional support. ix. Two QA labels (indicating size and quantity) must be affixed to the upper right corner of the 48" sides of the tri-wall box. 3. Order Quantities: Plates are desired in medium, large, and extra large sizes as follows: Size Count Small 300 Medium 900 Large 1200 X-Large 600 Total 3000
