Description
THIS IS A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONCERNS. Firms responding to this announcement must be registered and verified as a SDVOSB at http://vip.vetbiz.gov by the response date of this announcement. The NAICS Code for this acquisition is 541310 and the applicable small business size standard is not more than $4.5 million dollars average annual revenues for the past three years. The area of consideration is RESTRICTED to a 150 mile radius of the VA Gulf Coast Veterans Health Care System, Joint Ambulatory Care Center (JACC), 790 Veterans Way, Pensacola, Florida in which the primary A/E firm's office must be located. The estimated construction range is $100,000 to $250,000. The VA Gulf Coast Veterans Health Care System, JACC, is seeking Architect-Engineering (AE) design services to provide a full set of bid documents (Scope of Work, Drawings, Specifications, and Cost Estimate) for work to modify the JACC facility to accept a Nuclear Medical Radioisotope Hood. The areas and systems to be studied involve Room 2C106 Hot Lab and associated systems serving this room and that will exhaust the radioisotope hood. The VA desires to install a radioisotope hood and design shall address all architectural, engineering, fire and life safety concerns for the hood installation and use. The nuclear Medicine Service has already selected the desired hood and this information will be provided to A/E. Although all architectural, engineering, fire and life safety concerns shall be addressed, the most important engineering disciplines of concern are Mechanical-HVAC and Electrical power. The Mechanical-HVAC evaluation and design shall be performed IAW and for compliance with the latest VA HVAC Design Criteria for radioisotope type hoods. The Electrical power evaluation and design shall be performed IAW and for compliance with the latest VA Electrical Design Manual. Emphasis should be given to explosion-proof criteria. Facility already has the hood location and the serving exhaust fan on emergency power. Record Drawings of all disciplines are available in the JACC Engineering department. Firms that meet the requirements listed in this announcement are invited to submit three (3) copies of Standard Form (SF) 330 with appropriate documentation to the Contracting Officer, Attention: Cynthia Davenport, VA Gulf Coast Veterans Health Care System, 400 Veterans Avenue, Contracting (90C), Bldg T102 Rm A110, Biloxi, MS 39531, no later than February 22, 2011, 4:00 P.M., CST. Forms are available on the internet at: http://www.gsa.gov/Portal/gsa/ep/formslibrary. Fax submissions will not be accepted. The selection criteria shall be in accordance with FAR 36.602-1 and Veterans Administration Acquisition Regulation (VAAR) 836.602-1. The completed SF 330 will be evaluated by the VA Medical Center Engineer Evaluation Board in accordance with FAR 36.602-5 (a) and the selection report shall serve as the final selection list which will be provided directly to the Contracting Officer. THIS IS NOT A REQUEST FOR PROPOSAL. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE. This requirement is subject to Availability of Funds.
