General Information: Document Type: Pre-Solicitation Notice Solicitation Number: N68335-11-R-0043 Classification Code: 58 Communciation, Detection, and Coherent Radiation Equipment NAICS Code: 334220 Set Aside: No Contracting Office Address: Department of the Navy, Naval Air Systems Command Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) Contracts Department Hwy 547 Attn B120, Room 180, Lakehurst, NJ, 08733-5083 General Information: The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to procure Very High Frequency-High Bandwidth (VHF-HB) Land Mobile Radio (LMR) System Infrastructure Components and Subscriber Units for the Special Communications Requirements (SCR) Division, St. Inigoes, MD, in support of the United States Capitol Police (USCP) Radio Modernization Program. The SCR Division of the NAWCAD has been tasked by the USCP to design and integrate a radio frequency (RF) infrastructure to support security and communications of the USCP areas of responsibility within the National Capital Region. The USCP currently operates a non-encrypted 6-channel analog conventional repeater system. The current LMR system has 2 (two) dispatch centers with 13 (thirteen) positions. USCP dispatchers also have the ability to communicate with multiple VHF, UHF and 800 MHz systems belonging to other jurisdictions in the area via control stations patched at the console. The USCP is upgrading to a new Advanced Encryption System (AES) encrypted P25 VHF-HB LMR system that will be used to support a single-site simulcast VHF 14-channel narrowband trunked system to provide enhanced coverage and performance. The system will consist of eight (8) outdoor repeater locations and two (2) indoor repeater locations. In support of this effort, SCR has a requirement to procure VHF-HB LMR System components and subscriber units. This is a Commericial Item procurement to provide the SCR Division with VHF-HB LMR System Infrastructure Components and Subscriber Units. The new USCP LMR system architecture will be comprised of several interconnected subsystems that provide seamless connectivity throughout the USCP operational areas. As an informational overview, the major sub-systems for the total system are comprised of the following components which NAVAIR will integrate for a total communications solution: • VHF-HB 14 channel simulcast trunked radio infrastructure components with subscriber units • Transmitter Combiners and Receiver Multi-couplers • Indoor Antennas • Distributive Antenna System • Interoperability equipment • USCP provided backhaul facilities (customer provided) • NAVAIR provided intra-site cabling, rack mounting, inter-equipment chassis wiring, and software loads / configuration The scope this procurement is only for the VHF-HB 14 channel simulcast trunked radio infrastructure components with subscriber units. The equipment that is supplied will build the following sub-systems: Infrastructure sub-system • 8 trunked radio remote outdoor RF base station sites • 2 trunked radio remote indoor RF base station sites that will connect to customer provided in- building DAS • 1 trunked radio central control infrastructure that supports traffic management of the remote RF base station sites equipped with a hot standby mirror site that is located 50 to 75 miles away • Trunked radio system management that includes configuration management, encryption management, system traffic history, and system alarm/condition monitoring Console sub-system • Dispatcher console sub-system Voice Logging Recorder sub-system • Voice logging recorder sub-system Subscribers • Mobile and portable subscriber units Standalone High Powered Vehicular Repeaters It is mandatory for offerors to register with the Central Contractor Registration (CCR) Database. The CCR provides the DUNS (Data Universal Numbering System + 4 number) number and a company's CAGE (Commercial and Government Entity) code that will be required to conduct business with the Department of Defense. This will be a full and open competition. As a result of this solicitation, NAWCADLKE intends to award one (1) firm fixed-price contract. Award will be based on a determination of "Lowest Price Technically Acceptable". The solicitation and applicable attachments will be posted to the NAVAIR homepage located at http://www.navair.navy.mil (Select "Business Opprotunities" then "Open Solicitations") on or about 01 March 2011. Hard copies of the solicitation and amendments will NOT be mailed to the contractors.
