Description: SOURCES SOUGHT NOTICE NAVY OPERATIONAL SUPPORT CENTER (NOSC) ARMED FORCES RESERVE CENTER PITTSBURG, PA The intent of this sources sought notice is to identify potential Small Business, 8(a), HUBZone, Service Disabled Veteran Owned or Women-Owned Small Business firms capable of preparing the design and construction of a Navy Operational Support Center (NOSC) portion of an Armed Forces Reserve Center, in Pittsburg, PA. Naval Facilities Engineering Command (NAVFAC), Midwest, Great Lakes, Illinois is seeking either individual firms or Joint Venture firms nationwide capable of performing a design-build construction of a Navy Operational Support Center (NOSC) portion of an Armed Forces Reserve Center, Pittsburg, PA. The estimated cost of this potential project is more than $10,000,000 Million. The NAICS Code is 236220 with the annual size standard of $33.5 Million. The proposed procurement is being considered as a set-aside under small business, section 8(a), HUBZone, Service Veteran Owned Small Business Program or Women-Owned small business concerns. Firms are requested to submit their Sources Sought Questionnaire (ATTACHED) which will be the basis for the Government 冱 decision to establish this requirement as a small Business, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned small business concerns set-aside acquisition. Interested small businesses, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned small business concerns are encouraged to submit a Source Sought Questionnaire. The Sources Sought Questionnaire must describe in detail the firm 冱 capability to provide the design and construction of a Navy Operational Support Center (NOSC) at an Armed Forces Reserve Center, Pittsburg, Pennsylvania within the estimated dollar range of more than $10 Million. PROJECT DESCRIPTION: This project will construct a Navy Operational Support Center (NOSC) portion of an Armed Forces Joint Reserve Center. This project will construct a two-story building approximately 29,999 sq ft with exterior brick, steel frame, concrete foundation and pitched metal roof. Project includes spaces for administration, classroom, drill hall, exercise and fitness, medical examination, training aids, recruiting, storage, locker and shower rooms, janitorial and mechanical equipment at the Armed Forces Joint Reserve Center at Pittsburg, Pennsylvania. Site preparation includes site clearing, excavation and preparation for construction. Site improvements include a structural fill base for a new non-tactical vehicle parking area, retaining wall and a perimeter fence. Sustainable design principles will be included in the design and construction of the projects in accordance with Executive Order 13123 and other laws and Executive Orders. Facilities will meet LEED ratings and comply with Energy Policy Act of 2005. Low Impact Development will be included in the design and construction of this project. This project will provide Anti-Terrorism (AT) features and comply with AT regulations, physical security and progressive collapse mitigation in accordance with DoD Minimum Anti-terrorism Standards for Buildings. The Sources Sought Questionnaire must be complete (please see attached document) and sufficiently detail to allow the Government to determine the firm 冱 qualifications to perform the defined work. Receipt of potential offeror 冱 sources sought package shall be received no later than Wednesday, February 17, 2011 at 2:00 p.m. Central Standard Time. This sources sought notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing the RFP. If issued, the solicitation will utilize source selection procedures, which require offerors to submit technical experience, past performance, safety and price for evaluation by the Government.
