- Description
- NASA/KSC has a requirement for engineering support services for the NASA DiagnosticRadar (NDR) System, in support both NASA and non NASA customers for a period of fiveyears.NASA/KSC intends to purchase the services from L3 Communication Corp Division, InterstateElectronics Corporation (L3/IEC). The U.S. Navy Strategic Systems Programs (SSP) hasconducted extensive research and is the owner of the Mid Course Radar (MCR), a portion ofthe NDR System, which is located at KSC, Florida. L3/IEC is the Navys prime contractorat this time for the MCR. L3/IEC personnel include employees with analysis experience ofdiagnostic radar system (two level radars that can identify debris items and flightevents (staging, loss of materials, etc). L3/IEC is the only responsible source qualified to perform this requirement due to itscurrent involvement in the technical disciplines represented by the debris/event trackingmissions that are central to NASAs requirements. In order to support the future flightmanifest of the space vehicle and other customers, it is imperative that the contracthave such an understanding and awareness. The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c) (1), Only One Responsible Source. The Government does not intend to acquire acommercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon January 28, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
