- Justification for Other than Full and Open Competition NOTICE OF INTENT TO SOLE SOURCE: CDC announces its intention to negotiate and issue a sole source award with WebPragma, Alameda, CA 94502, for the purchase of enhancements and upgrades to the National Tuberculosis Indicators Program web-based monitoring system to increase the utility of the system to support program capability building and collaboration through data sharing and provide technical assistance and training on the NTIP system. The anticipated period of performance will be February 1, 2011 - December 31, 2011. WebPragma is the only source available to provide the enhancements, upgrades, technical assistance and training within the critical timeframe deemed necessary by CDC. CDC intends to negotiate this requirement under the authority of FAR 6.302(a)(2). The sole source procurement will be awarded as a simplified acquisition in accordance with FAR 13 procedures. The vendor will be responsible for the following tasks: Task 1: Computer Programming Services Task 1.1: Modify existing performance indicator reports to display state averages when users generate county level reports Task 1.2: Develop templates to report performance summaries Task 1.3:.Develop templates that compare the performances of (1) states, and (2) counties, Task 1.4: Develop templates that report performances for all states and TB programs Task 2: Conduct performance testing and deploy the system to ensure products pass security scan and mitigate any issues flagged by AppScan. Task 3: Document system structure, database structures, coding rules, business logic/flow and mitigate system issues. Task 4: Provide monthly consultations, training, and technical support as needed over the life of the purchase order. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses should be received by January 26, 2011 at 8AM Eastern Standard Time (EST). All responses must be in writing and can be sent via email to iom2@cdc.gov. No phone calls will be accepted.
