- SUBJECT: VA-258-11-RP-0029 Vendor Questions and Answers (2) 1.Will the cost of interface to a future ICU CIS be included in this RFP? The new CIS shall allow for future expansion due to the anticipated and changing needs in VISN 18. The system shall allow for the addition of future CISs such as the Intensive Care Unit (ICU) CIS, enabling them to seamlessly pass data to one another to create contiguous electronic perioperative-critical care information system. P 40 last paragraph, The Intent of VISN 18 is in the future to procure the ICU CIS and VISN 18 expects the ARK to interface with the future system 2.Is a Preop assessment module to be included? YES 3.PACU is included but not listed separately as a CLIN number. Is it to be included in the ARK Software and installation sections. YES 4.Do the server hardware requirements include the central data repository servers, SAN etc? YES 5.How will VISN 18 resolve the National Requirement that the control of the data elements be at the National Level and propagated to all the VISNs? a.P 40 Paragraph 2: The ability to create new database elements, controlled at the VISN level for VISN-wide collection, must be maintained VISN 18 intends to comply with all National Standards that are required for the control of the data elements 6.How will this requirement be resolved in relation to the National CST requirement that all Standardized terms and Serial Numbers be completely integrated into the Vendor SW before going live in any VISN? P41 Paragraph 2: All services shall be completed within 180 calendar days after receipt of notice to proceed for the initial VISN site and 180 days for all remaining VISN sites. Thus, ARK CIS implementation for the entire VISN shall be completed within 360 days after award VISN 18 intends to comply with all the Clinical Support team's requirements of Standardized terms and Serial Numbers to be completely integrated into the Vendor before going live 7.How will the VISN reconcile the National requirement to pretest all sites before going live at any one site? a.Upon completion of each subsequent facility, the Contractor will be responsible to retest each of the prior locations where the software has been installed to ensure that the software is functioning as intended between facilities. VISN 18 will comply with all requirements of the CST National Team in pretesting 8.CLIN 005 ¦ ¦0035 Lists sites by site number. The response to Vendor Questions Jan 3, 2011 VA-258-11-RP-009 does not list a site name for site number 678 and site 701 Tuscon site does not have the number of end users and super users listed on the CLIN graph. Site number 678 is Tucson, Site 701 has been deleted 9.The response to Vendor questions lists the following to be included in the RFP; FacilityModerate Sedation BedsModerate Sedation RecoveryPre-Procedural Beds & Pre-Procedural Area NAVAHCS Prescott #649259 a.Are there no ORs planned. The graph in section E says there are 12 Mod Sedation beds. Which is correct? There are no OR's planned for this facility. b.The 9 Pre-Procedural beds suggest that there are more Mod sedation beds than 2. Moderate sedation is administered in our two Endo procedure rooms and also the ICU (6) beds for a total of eight beds. Patients receiving moderate sedation can be recovered in the: 4-endo recovery beds 2-endo procedure rooms if needed 6-ICU/Tele beds Total for recovery = 12 c.What procedures are performed at the Mod Sedation beds? Procedures performed with Mod sed. are colonoscopy/EGD, and cardioversion. d. What is the function of the Pre-Procedural Beds? Will the site be collecting continuous automatic VS in these beds? Will they be charting in the ARK at these Pre-Procedural beds? Currently in GI we utilize the pre-procedure beds for the procedural H&P and to prepare the patient for the procedure. No mod. sedation is administered in these beds. No continuous VS will be collected in the pre-procedural beds The ARK documentation program will not be utilized pre-procedurally. 10.Envelope 2 Technical Information Exhibit 1 Item 2.2 Workstations states that the pricing for workstations shall be included in technical proposal and shall not be included in the pricing proposal; however, the pricing proposal worksheet includes server and workstation hardware pricing. How do we reconcile these two (2) conflicting requirements? Technical proposals are separate from Pricing, Technical proposal should not include any pricing information. We are requesting pricing for "Hardware" as an option. 11.There are areas in the solicitation where we need to respond. The document is locked down. How are we supposed to add - in our responses? The documents were corrected to allow for your required entries. 12.In your response to vendor questions dated January 3rd your response to question 1 was: "Turnkey is defined to include all necessary software, hardware or service which can be implemented or utilized with no additional work or cost incurred by the buyer" However, your solicitation, on page 42, B. General Requirements: B.1. Contractor shall furnish and install all software and/or systems as defined herein. No hardware will be required to be furnished by the Contractor. Please clarify your intent. Our understanding is that you want to see, as an option, software, hardware, installation, training, and support packaged together and you consider this turnkey. You are primarily asking for software, installation, training, and support to be installed on hardware provided by the VISN. Is this assumption correct? No That is Incorrect, we need quotes on Hardware provided by you as an option The line stating" No hardware will be required to be furnished by the Contractor " will be deleted. 13.If VISN 18 provides its own computer hardware, who will provide mounting solutions (hardware mounted to anesthesia machines, wall mounts, rolling stands etc.)? Who will provide the labor to implement the hardware mounting solutions? The VA will take responsibility for any equipment provided by Veterans Affairs.
