Description
MacDill AFB Drilling -- Figure 1 MacDill AFB Drilling Solicitation 1 Purpose The purpose of this scope of work is to provide detail to allow the collection of surface and subsurface soil samples for logging and chemical analytical procedures. The collection of soil samples will be restricted to no deeper than three feet below ground surface, with a majority of the locations being sampled to a depth of two feet below ground surface. 2 Solid Waste Management Unit 21 Site Conditions: 2.1 Site Description SWMU 21 is the Civil Engineering storage area and Grounds Maintenance area (approximately 340 feet by 600 feet). A fence surrounds this storage area with locked gates located along Great Egret Avenue. An interior north-south fence bisects the storage area. The western storage area is the Civil Engineering storage yard and contains various equipment and supplies throughout the area. This area is mainly grass covered with some gravel. The eastern storage area is used to store lumber and roofing materials; a large open structure is located in the center of this area and is being used to store lumber. The eastern area is covered mainly by asphalt. A section of the western storage area has been fenced and houses the Grounds Maintenance area. 2.2 Site Location In general, the site is bordered to the north by Great Egret Avenue, to the east by an unpaved road leading to aircraft taxiways, to the south by Site 26 (Engine Test Cell), and to the west by a large grassy area. A chain-link fence that surrounds the site defines the boundary of SWMU 21. There may be some samples collected outside the fenced boundary. 2.3 SWMU 21 Boundary Coordinates Northing Easting Northwest Corner 1282066.70 494596.04 Northeast Corner 1282067.08 495243.69 Southwest Corner 1281687.52 494599.79 Southeast Corner 1281685.74 495244.58 3 Work Item Requirements: Required work items to complete this task are: 1) work plan submittal 2) sampling field work, and 3) field work submittal. Details of these work items are described below. 3.1 Work Item 1 - Work Plan Submittal: A concise work plan shall be developed and submitted in draft and final form. The work plan is anticipated to be no longer than 10 pages with supporting tables and figures. The work plan will describe in detail all drilling and sampling methods, borehole backfill procedures, types of equipment to be used and calibration information as appropriate, materials, supplies, decontamination procedures and schedule for all types of equipment, investigation derived waste (IDW) handling, etc. As part of the work plan, a health and safety plan shall be submitted. 3.2 Work Item 2 - Sampling Field Work: The overall objective of the installation and sampling of boreholes is to aid in delineation of the extent of contamination at the site. This will be accomplished by installing borings and collecting soil samples up to three feet below ground surface. A direct push technology (DPT) type drilling rig shall be used for boring advancement with tooling capable of collecting soil samples of sufficient volume for lithologic logging purposes and analytical chemical analysis. The DPT rig will be of compact design to provide maneuverability about the site. It is anticipated that the DPT sampler tubes will need to have a minimum outer diameter of 2.125 to 2.25 inches and be constructed of stainless steel. Use of liners is not allowed due to the nature of the contaminant of concern; therefore the sampler shall be of split-barrel design to allow for the sampler to be open to expose the intact sample for logging and collection. A USACE sampler will collect soil samples at 0-4 inches, 12-16 inches, and 24-28 inches for split samples. The contractor shall provide a field geologist with appropriate State of Florida registration credentials as a professional geologist that is capable of logging the samples and overseeing drilling operations. The field geologist shall assist the USACE field sampling team for laying out the sampling grid and providing handheld GPS coordinates of the sample grid points. Grid coordinates will be spaced at approximately 75' by 85' intervals. Based upon sample results (24 hour turn around time), samples that are above the action limit as determined by the USACE chemist will require 4 additional samples that are stepped out 25 feet from the original sample. Boring, sampling, and backfill methods as described in the MacDill Basewide Environmental Restoration Work Plan (BERWP) for DPT and drilling practices to allow for representative collection of soil samples shall be followed. Containerizing and staging of IDW is required. The contractor shall be required to supply appropriate drums, pallets, and other supplies necessary for all IDW containerization, handling, and storage requirements. Decontamination and IDW handling procedures shall be followed as outlined in standard operating procedures (SOPs) 3 and 4, respectively, as presented in the BERWP. Also, IDW handling procedures are presented in Appendix F-1 of the BERWP. For cost estimation purposes, assume 9 days of sampling at 8 hours per day and 1 day to become familiar with the site, obtain base passes and other permits as required, finding water source, constructing temporary decontamination pad, etc. A maximum of approximately 110 borings are to be completed. 3.3 Work Item 3 - Field Work Submittal: A short, concise technical memorandum that provides details of the field work completed in support of this effort shall be developed and submitted in draft and final form. This field work submittal is anticipated to be no longer than 5 pages of text with supporting figures and tables. Methods and equipment used; problems encountered and how they were solved; number of borings and their associated sampling depths; IDW handling procedures, staging area, and inventory; decontamination procedures; field logs; abandonment forms as required; etc.
