- COMMUNICATION/NAVIGATION OUTAGE FORECASTING SYSTEMS (C/NOFS) DATA CENTER SOURCES SOUGHT ANNOUNCEMENT The Air Force Research Laboratory (AFRL) is conducting market research for R&D efforts that will assist in the determination of the availability of industry and academic sources. AFRL is seeking potential offerors with the capability and capacity to provide applied research and development activities in support of the C/NOFS Data Center. The work effort will encompass data analysis, model adaptations and data center processing and archiving support to provide: 1) application of alternative data sources for now-cast and verification of forecasting; 2) verified now-cast and forecast products; 3) enhancements to modeling components to incorporate new data sources in forecasting; and 4) methods for providing enhanced user products to define ionosphere disturbance impacts on the Air Force systems. STATEMENT OF NEED: This effort will require a potential offeror to have a demonstrable working knowledge of the C/NOFS program. Information regarding your organization's capabilities and capacity must be in writing and should include information relevant and specific to the technical areas below and should address each of the following qualifications: (1) Experience: An outline of previous similar projects, specific experience in performing the items listed below; (2) Personnel: Name, professional qualification and specific experience of scientists and/or technical personnel who may be assigned as project director and other key positions; and (3) Any other specific and relevant information about this particular are of procurement that would improve the government's knowledge of interested organization's capabilities and capacity. Interested organizations must demonstrate and document, in any capability and capacity statements submitted, extensive experience with and the ability to perform the below tasks. Organizations should clearly demonstrate the capability and capacity to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed (include government points of contact both technical and contractual), references, i.e. names, titles, telephone numbers and any other information serving to document the organization's capability and capacity, e.g., awards, commendations, etc. 2.1 System Operations, Systems Administration, Database Administration System administration, operations, and data base administration necessary to maintain the data center at the current level of capability. These tasks include computer system security procedures, data base system upgrades, data retention processes, and all related processing software upgrades. Maintain documentation regarding the data center system and computer security. Conform to DISA, AFMC and Base Information Assurance office requirements and sustain the baseline capabilities of the data center to post products on the SIPRNET. Maintain manning of a 24/7 automated pager system that alerts data center personnel of problems in the data center. Participate in training and on-the-job training, as required, to gain and maintain proficiency in data center operations. 2.2 Data Source Management Monitor the SGLS and TDRSS telemetry for anomaly and addressing issues as they impact the processing of instrument data through the Data Center. This also includes monitoring other data feeds into the data center, including ftp data deliveries, web searchers, etc. as they impact the processing of space environment data and identifying anomaly issues to prevent usage of poor quality data in the overall data center processing to maintain quality of data. 2.3 Data Archive Management Maintain near-line and long-term archives of data collected, interim processed data, and final processed data, as required to provide backup of system configuration and to recover data as needed to meet data requests. 2.4 Data Distribution Manage and respond to data distribution requested from AFRL personnel, from the C/NOFS instrument teams, from science team members, and from other registered customer personnel. Assure that automated data requests are properly executed. Assure that data delivery via mailed CD or other methods is accomplished. 2.5 SIPRNET Product Management Maintain the Cross-Domain Solution (Guard) used to post products on the SIPRNET. Upgrade the Product Generation Website with suggestions from the user community. Apply the necessary system security upgrades as identified by DISA and the Base Information Assurance office. Maintain all computer system security authorization agreements for the SIPRNET hardware. Maintain configuration control of system architecture for Military Utility Assessment (MUA) and data distribution to external agencies. NOTE!! THIS IS NOT A REQUEST FOR PROPOSALS. THIS NOTICE IS TO BE CONSIDERED MARKET RESEARCH VIA A SOURCES SOUGHT NOTICE AND WILL BE UTILIZED IN ACQUISITION PLANNING. PROSPECTIVE OFFERORS MUST SUBMIT TECHNICAL INFORMATION EXPLAINING THEIR CAPABILITIES AND CAPACITIES. This notice is for planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses to this announcement and will formally solicit proposals at a later date if enough interest is demonstrated by response to this announcement. SUBMISSION INSTRUCTIONS: Information regarding capability and capacity must be submitted in writing Any proprietary information should be marked accordingly. Interested organizations that believe they possess the capability and capacity necessary to successfully undertake the tasks described above should submit an original and two (2) copies of their capability statement by 28 JAN 2011. Submissions shall be addressed to the contracting office and personnel outlined below. The capability and capacity statement must also provide the following information as a part of its cover sheet: 1) Company name and address; 2) Identify your organization's business type inclusive of any and all socio-economic status (e.g. 8(a) certified program participant, small disadvantaged, veteran-owned, service-disabled veteran owned, HUB Zone or women-owned; 3) Point of Contact, 4) Phone/Fax/E-mail; 5) NAICS Codes and 6) Information regarding your organization's capabilities and capacity.
