Description
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators; Instrumentation Management Office in partnership with the Aberdeen Test Center, Redstone Test Center, White Sands Test Center, and Yuma Test Center are replacing existing instrumentation radar systems which have reached unacceptable failure rates. The replacement systems will utilize updated technology that improves test capabilities in support of all current and emerging test customer requirements, while simultaneously reducing the overall radar fleet life cycle costs. This will be accomplished through the implementation and full integration of modern radar designs that provide improved radar resolution, sensitivity, accuracy, clutter suppression, and reliability. The procurement will contain a requirement for first article and full production of Fly-Out and Close-In instrumentation radars with Remote Operations Console (ROC), initial spare parts, and new equipment training for the test center operators. Originally, the Test Center Requirements Document (TCRD) and the resultant Sources Sought requests contained the following radar zones: Fly-Out, Close-In, Surveillance, Velocity, and Terminal Event, for six Test Centers. Also included in the TCRD was a ROC. As the Program has matured, the Velocity radars are being purchased as a separate procurement, W900KK-11-R-0017; the Surveillance and Terminal Event radars have been removed; while the remaining two zones, Fly-Out and Close-In, are being purchased under this Program for the four Test Centers previously listed. The zones under question are non-developmental in nature but are not commercial. Under Special Notice #5, a revised System Requirements Document (SRD) was released for the design development, testing, qualification, production, delivery, integration, training, and fielding support of Close-In and Fly-Out instrumentation radars. PEO STRI is now issuing a Sources Sought notice encompassing the remaining work as described in the attached Statement of Work (SOW) dated January 12, 2011, and the SRD dated November 18, 2010. The North American Industry Classification System designation for this acquisition is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and the size standard is 750 employees. The Government is seeking sources capable of performing design, development, testing, integration, production, training, and fielding of the ROC, along with the Fly-Out and/or Close-In radars. A small business prime must be able to manufacture 51% or more of these systems. Other businesses must have the capability of manufacturing at least one radar zone and ROC. Contractors providing a Capability Statement with manufacturing for only one type of radar must submit additional information describing any partnering arrangements to meet the full RRRP requirement. Included in this requirement is the integration of the systems to function as a system of systems and the integration of these systems into the Test Centers. Contractors shall ensure that this requirement is addressed in the Capability Statement. The Capability Statement should address a fully integrated solution to include available products and technologies to produce complete Fly-Out, Close-In, and ROC systems providing capabilities as detailed in the SRD and SOW. The Contractor shall maintain software development processes in accordance with the Software Engineering Institute's Capability Maturity Model (CMM) or Capability Maturity Model Integration (CMMI) Level 3 or higher. Contractors shall describe recommended components (either in-house developed or vendor supplied), upgrades or modifications required, development, and how these and other recommended efforts will be required to produce a system that meets the RRRP SRD. Contractors shall have the capability to produce a minimum of seven Close-In radar systems and/or four Fly-Out radar systems per year. The contractor shall describe their past performance and capabilities considered analogous to the RRRP. Earned Value Management is required for this acquisition. Interested parties are notified that their Earned Value Management System (EVMS) must be compliant with the EVMS guidelines in American National Standards Institute/Electronic Industries Alliance Standard- 748 and validated by Defense Contract Management Agency prior to award. Contractors shall indicate any applicable socio-economic status such as Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), etc., if they are interested in participating as the prime contractor or as a subcontractor, and if they are planning to team with other companies for this contract. Contractors shall submit a Capability Statement that provides a fully integrated solution which will meet all requirements as stated in the draft SOW. The Capability Statement will have a limit of no more than 5 pages detailing the integrated solution, 10 pages for the Close-In radar system, 10 Pages for the Fly-Out radar system, and 5 pages for the ROC. No more than the above specified pages will be reviewed, with a total not to exceed length of 30 pages. The minimum font size is 10 point font. This is not a request for proposal, and no funds are available to pay for preparation of responses to this notice. No additional information is available at this time.
