Description
DRAFT Performance Work Statement (PWS) for Command Man-Day Allocation System (CMaS) This is a sources sought/market research notice conducted in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research. AFDW/PKE is seeking information on small business firms to provide support to the Headquarters Air Force Manpower Programming and Execution System (Air Force AF/A1MS-CLA) located at Scott Air Force Base, IL. Air Force AF/A1MS-CLA has the responsibility of operating and managing the Command Man-Day Allocation System (CMAS). CMAS is a web-based computer application used to place Air National Guard and Air Force Reserve Members onto temporary tours of active duty, in support of Active Force mission requirements. CMAS provides tools for Headquarters United States Air Force (HQ USAF) and the Regular Air Force Major Commands (MAJCOMs) to validate, approve, and manage Man-Days. CMAS currently supports all Air Force Commands as well as European Command (EUCOM), Pacific Command (PACOM), Air Force Judge Advocate (AF/JA), Air Force Chaplain (AF/HC), Air Force Surgeon General (AF/SG), Air Force Medical Operations Agency (AFMOA), Central Command (CENTCOM), Southern Command (SOCOM), and the Air National Guard (ANG) and Air Force Reserve Air Expeditionary Forces (AFR AEF) Centers. CMAS is a Web based application, utilizing Windows 2003 Server operating system, Apache Web Server, and MySQL(Structured Query Language) database server. The contractor shall provide software development and maintenance support services for CMAS to include the following activities: • Requirements definition and analysis • Software development • Software maintenance • Configuration management • Database management and administration • Software testing • Software implementation • Feasibility studies • Systems Analysis • Help desk and user training • Hardware/software evaluations • System administration • Code/system/database performance analysis • Problem analysis and resolution • Restore the maintained software to normal operation when normal operation has been interrupted • Restore damaged production and test databases • Develop and maintain system/user documentation • Certification and Accreditation support Software support for this system requires experts in Apache Web Server, Hypertex Preprocessor (PHP) scripting language, Java Script, Hypertext Markup Language (HTML), and Structured Query Language (SQL). The Contractor shall provide system engineers, software engineers, database administrators, information assurance specialists, help desk, and training personnel skilled in IT system maintenance and development that can provide services as stated in the DRAFT PERFORMANCE WORK STATEMENT attached to this sources sought.
