- Description
- The National Park Service, Historic Preservation Training Center, is soliciting proposals for all labor, materials, equipment and travel necessary to design, erect, assemble and install scaffolding for Building #44 known as the Philip Coons Building located on Shenandoah Street in Harpers Ferry, West Virginia. Scaffold shall be erected in the front of the building and the rear alley section. The front of the building has a cast iron porch deck at the 2nd story level. The Contractor shall be responsible for coordination of delivery, unloading, erection, dismantling and unloading with National Park Service personnel who will coordinate with the Harpers Ferry Police Department. All materials and equipment shall be unloaded in a short time to minimize blockage of adjacent town streets and pedestrian sidewalks. Due to vehicular concerns on Shenandoah Street, the National Park Service will identify a staging area on the vacant lot next to Building 43 where the truck can be unloaded and from which scaffolding placed for erection. The goal of this project is to provide continuous temporary work platforms. On the east side work platforms shall be at roof level with platforms every 6'6' on center for the downspout. On the west side work platforms shall be at roof level and every 6'6' for the stucco work. Work platforms shall be 40' or wider. Each platform shall be equipped with a perimeter top rail, mid rail and toe boards. The scaffold shall reach the top of the slate roof and have a guardrail system for accessing the slate roof. In addition, the ends of the front of the scaffold shall be enclosed in debris netting. The Contractor shall furnish and install green shade cloth for the scaffold. If there is a debris netting and screening cloth, only the screen needs to be green. One system that covers both debris netting and shade cloth is acceptable. No anchoring into the building is acceptable. The Contractor shall identify tie down requirements on the site plan with proposed methods and specific locations and shall submit for Contracting Officer's Technical Representative review and approval. A pedestrian tunnel shall be incorporated into the system design that will enable pedestrians to access the sidewalk that front the complex and all entryways and stairwells with complete safety from possible overhead hazards. Access to all levels shall be via an attached ladder or stairs within the confines of the perimeter of the safety rail. The Contractor shall provide wall and window protection that shall consist of rigid insulation for any bracing on the stucco walls and will be responsible for damage to the walls and widows as a result of the scaffold erection and dismantling. The Contractor shall install debris netting on all sides of the scaffold from the roof line to the ground and is responsible for protection of the vegetation and landscape adjacent to the building. The Contractor shall cordon off areas around the scaffold which shall be considered hazardous if tools and equipment fall from the roof while scaffolding is being erected and dismantled. Finished scaffold shall provide safe work platforms in accordance with all elements of OSHA 1926 Subpart L. During erection and dismantling the Contractor shall comply with all OSHA codes, particularly OSHA 1926.501 and OSHA 1926 Subpart L. The Contractor shall provide the National Park Service with a schematic plan that identifies the following; existing building(s), sidewalks, streets, porches and stairs; locations of scaffolding and worker access stairs; location of jersey barriers; pedestrian tunnels and access points including building entryways. The front of the scaffolding and the sides of the scaffolding shall be protected from vehicle impact by Concrete Barriers. Scaffold cannot extend beyond the cobblestone gutter on the street using concrete barriers in place. Scaffold shall be erected for the period of February 28, 2011 through May 30, 2011. The estimate price range for this procurement is between $25,000 and $100,000. A Preproposal Conference and Site Visit will be held on January 31, 2011 at 10:00 a.m. at Building 44, Shenandoah Street, Harpers Ferry, WV. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in the Solicitation. Criteria A, Schematic Site Plan, Maximum Score 40 Points; Criteria B, Mobilization Plan, Maximum Score 40 Points and Criteria C, Ability to meet the installation date, Maximum Score 20 Points. The Government anticipates award of a firm-fixed price contract on or before February 25, 2011. The Solicitation with be issued electronically on the Federal Business Opportunities Website hppt://www.fedbizopps.gov and the Department of Interior's National Business Center (NBC) website at: http://ideasec.nbc.gov. Offerors interested in the doing business and receiving a copy of the Solicitation must register on both the Fed Biz Opps (www.fedbizopps.gov) and ideas (ideasec.nps.gov) websites. The Solicitation with specifications shall be posted on or about January 24, 2011. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 12:00 p.m. local prevailing time on February 22, 2011.
