Description
The Naval Air Systems Command (NAVAIR) has awarded a fixed-price contract to Orbital Sciences Corporation, Chandler, AZ for Integrated Logistics Support services to support the GQM-163A Coyote Supersonic Sea-Skimming Targets (SSST) Program. This contract includes an ILS program that supports all production, field, and depot repair maintenance and logistics requirements including maintenance planning, support and test equipment, supply support, parts provisioning and planning, technical data, facilities, manpower and personnel, training and training devices, computer resources support, design interface, and packaging, handling, storage, and transportation. The GQM-163A is a surface launched aerial target system that emulates the anti-ship cruise missile in support of weapons system test and evaluation. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
