- This procurement is for design and construction services to renovate and upgrade Fire and Rescue Service Stations in Livani, Aizkraukel and Keipene, Latvia, and is being advertised on an unrestricted basis inviting full and open competition. Source selection procedures will be used with the intent to award a firm-fixed price, design-build construction contract to the responsible offeror whose proposal, conforming to the request for proposal (RFP), is the most advantageous and offers the best value trade off to the Government, price and other factors considered. Note that Defense Federal Acquisition Regulation Supplement (DFARS) 252.222-7002, Compliance with Local Labor Laws (Overseas), applies to this project. Additionally, any potential awardee must be registered in the Central Contractor Registration (CCR) database. The contract duration shall be 365 calendar days from the issuance of the notice to proceed (NTP). The North American Industry Classification System (NAICS) code is 236220 and the Facility Support Code (FSC) is Y131. In accordance with DFARS 236.204(i), the estimated price range is between $500,000.00 and $1,000,000.00. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business website to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov. It is the offeror's sole responsibility to obtain the solicitation and any subsequent amendments through this website. Offerors are encouraged to visit this website and become familiar with its contents and functionality prior to the solicitation issue date. It is estimated that the solicitation will be issued on or about February 1, 2011. The solicitation will be issued free of charge and will be available electronically. Paper copies of this solicitation, plans and specifications will not be provided. It is the offeror's sole responsibility to ensure they have obtained all solicitation documents and subsequent amendments, if any. The USACE EUD Contracting Office will be the sole point of contact for this solicitation.
