- Description
- Description: The Department of Veteran Affairs, Center for Acquisition Innovation (CAI), Department of Veterans Affairs, Frederick, 7485 New Horizon Way, Frederick, MD 21703 intends to issue a Request for Proposals (RFP) to provide development, implementation, and sustainment of a Knowledge Management (KM) system framework. This framework will directly support the achievement of VAAA goals tied to business results and drive near and long term outcomes supporting the Academy's mission. The four main components required in the establishment of an enterprise KM system framework is the development of a KM mission, KM strategy, KM roadmap, and KM recommendations. The development of this system framework requires conducting a comprehensive KM needs baseline assessment and a KM operations baseline assessment. The assessments must be conducted by experienced and qualified personnel with expert knowledge in Federal Acquisition, Program Management, Knowledge Management, and Acquisition operations. The NAICS Code for this requirement is 541611 (Administrative Management and General Management Consulting Services) A Justification and Approval for Other than Full and Open Competition has been executed by the Center for Acquisition Innovation, Frederick, MD for this requirement. The statutory exception permitting other than full and open competition for this acquisition is 10 U.S.C. 2304 ©(5), Authorized or Required by Statute as implemented by FAR 6.302-5. The applicable statute is Public Law 109-461, Veterans First Contracting Program (codified as 38 U.S.C. 8127 and 8128), this requirement will not seek competition, but will procured sole-source to a contractor who is registered in Central Contractor Registration (CCR) and registered and verified in the VetBiz.gov database. Request for Proposal number VA798-10-RP-0032 will be issued on or about 18 January 2011, with anticipated date of award of 15 February 2010. This is a commercial item procurement and FAR Part 12 will be used. All questions must be submitted and addressed in writing to the Contracting Officer at Chaz.Gordon@va.gov.
