Description
On or about 24 January 2011, this office will issue a Request for Quotation (RFQ) W9128F-11-T-0009 for a contract for an Automation Keypress System for Processing US Army Corps of Engineers (USACE) Blue Roof Emergency Hotline Traffic. Quotes will be due on or about 25 February 2011. This solicitation is unrestricted, and open to both large and small businesses under NAICS Code 561421 Telephone Call Centers, with a size standard of $7.0 million. The Web Based Commercial Automated Keypress System Service shall: Have the ability to handle a minimum of 500 calls simultaneously. Have the ability to handle concurrent emergency events in multiple states. System will be used to support the 1-888-766-3258 (1-888-ROOF-BLU) Blue Roof Hotline System will be able to expand to support a second toll free line/number for the Rapid Temporary Repairs Pilot Initative or Program (number to be determined). Have the capacity to provide menu driven guidance in multiple languages for the purpose of directing the caller to locations near where they can get (Right of Entry) assistance from the Corps of Engineers. Have a repeat capability for all messages. Allow a 0 (zero) out option to direct calls to a call center operated by the Corps of Engineers if the caller wishes to speak to a person or has special needs. Provide technical assistance 24/7/365 days a year. Provide a base level of service with the option of a seamless increase of service levels in minutes when a Federal Emergency Management Agency (FEMA) issues a Mission Assignment to the Corps of Engineers. Keypress responses showing detail of menu options selected by caller. Allow customization of system menus and voice recordings by the Corps of Engineers using the internet with multiple user IDs and passwords. Be capable of providing message when in standby mode. Provide geographic redundancy of system for uninterrupted service. Provide reporting capabilities to include, but not limited to: 1) Time and duration of each call, and 2) Detailed, real time call log that details completed call information, rejected calls, and why calls were rejected. Quoters (Offerors), Please be advised of on-line registration requirements in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-Line Representations and Certifications (ORCA) at http://orca.bpn.gov. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective untill one year from date of submission or update to ORCA.
