- The New York District of the U.S. Army Corps of Engineers (USACE) proposes to construct a New Dormitory at McGuire AFB, New Jersey. This procurement will be using low price technically acceptable competition IAW 15.101-2. This design-build contract will provide for the following: a new, modern, three-story facility, approximately 42,625SF (3,960SM) in scope. It will be configured to the Air Force E1-E4 Dorms standard of 1-4-Airmen module. It will have balcony entrances. Exterior construction will include concrete foundation and slab on grade, load bearing steel framed walls with brick veneer finish and cast stone accents, concrete elevated floor slabs, and metal joist hip roof structure with standing seam metal roofing system. Exterior closure will include operable metal frame windows with low E double pane glazing and entry doors with thermal insulation and automatic door closers. Building systems include: HVAC, plumbing, electrical, and lighting, communications, security, and fire protection and detection. This project will comply with DoD AT/FP requirements per Unified Facilities Criteria. LEED goal is a minimum of SILVER. The designer of record will provide a BIM building model and a geothermal energy system may be used for heating and cooling the facility. This procurement is a 100% Small Business Set Aside. All other small business firm participants are deemed ineligible to submit offers. The Contractor will be required to commence work within five (5) calendar days after the date of receipt by him the notice to proceed, to prosecute said work diligently and to complete the basic work ready for use not later than 540 calendar days after the receipt by him of the notice to proceed. The work is estimated to cost between $10,000,000.00 and $20,000,000.00. Plans/Specs for the subject project would be available on or about December 15, 2010 with offerors due on or about January 19, 2011. This project is being solicited as a competitive, best value, low price, technically acceptable small business procurement. The applicable NAICS code is 236220 with a size standard of $33.5 million. Offers will be due at 26 Federal Plaza, New York, New York 10278 in room 1843. The media selected for the issuance of this solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Interested parties may download and print the solicitation, at no charge at www.fedbizopps.gov.
