- Sources Sought announcements are issued to assist the Defense Threat Reduction Agency (DTRA) in performing market research to determine industry interest and capability to obtain company demographics, benchmarking information and industry ideas for an acquisition approach. This Sources Sought announcement is not a Request for Proposal (RFP) and at this time, no solicitation exists. Introduction : The Agency's mission is to safeguard the United States and its allies from Weapons of Mass Destruction (WMD) by providing capabilities to reduce, eliminate and counter the threat and its effects. This mission dictates a diverse set of customers and unique mission requirements. The Agency's Enterprises requirements are equally diverse and unique. This sources sought is to determine whether this requirement can be set-aside to a small business. Background : DTRA requires agency-wide Equal Employment Opportunity Office Support Services and intends to award a firm fixed price contract for these services. The Equal Employment Opportunity (EEO) and Diversity Programs Office is responsible for managing and administering both the civilian and military EEO programs. The mission of the EEO Office is to manage the Complaints Processing program, which includes EEO counseling, investigation, and adjudication of discrimination claims; the Alternative Dispute Resolution (ADR) program; the Affirmative Employment (AEP) Program; Special Emphasis Program; Reasonable Accommodation program; as well as EEO training for supervisors/managers, and new employees, to include Prevention of Sexual Harassment. These programs are mandated by statute, law, federal regulation, policy and guidance to ensure that agencies carry out their responsibility under Title VII of the Civil Rights Act of 1964, as amended. In furtherance of our mission, the EEO Office ensures that military and civilian personnel are aware of their rights, promulgates and implements Federal Civil Rights laws, and promotes diversity throughout the organization. In this regard, the EEO office serves as the advisory center for employees, managers, supervisors, and applicants seeking information about equal employment opportunity matters, diversity, sexual harassment, anti-harassment, and military equal employment opportunity. The goal is to implement a continuing program of equal employment opportunity in order to achieve "Model EEO Program" status. Annually, the EEO Office submits several mandatory reports to the EEOC and the Office of Personnel Management (OPM). These include the Equal Employment Opportunity Program Plan (MD-715) Report; the Notification and Federal Employee Anti-Discrimination and Retaliation Act (NoFEAR) Report, the Federal Equal Employment Statistical Report of Discrimination Complaints (462 Report); the Federal Equal Opportunity Recruitment Program (FEORP) Report; the Disabled Veterans Affirmative Action Plan (DVAAP) and Accomplishment Report; and the Work Force Analysis on the Hiring, Placement, and Advancement of People with Disabilities. Various other DoD and non-DoD mandatory reporting requirements and taskers are completed throughout the year. To accomplish these tasks, DTRA specific demographic data must be gathered, compiled, and evaluated. Comprehensive work force analysis must be accomplished, barriers identified, and viable employment solutions recommended. Completion of projects such as these requires significant experience, time and effort. Requirements : DTRA intends to issue a Request for Proposal (RFP) for Equal Employment Opportunity Office Support Services at the headquarters on Fort Belvoir, VA. The contractor shall provide the personnel necessary to perform Equal Employment Opportunity Office Support Services. The North American Industry Classification System (NAICS) code is 541611. All interested contractors are asked to submit their capabilities statement to meet the requirements of this action with all skill categories. All capabilities statement must be submitted to Mr. Ernest Caldwell no later than 11:00 AM Eastern Time, January 24, 2011 at Ernest.Caldwell@dtra.mil. All future information about this acquisition, including solicitation and amendments, will be distributed through the FEDBIZOPS web site. All questions should be submitted via email. Interested parties are responsible for monitoring the web site to ensure that they have the most up-to-date information about this acquisition. Specific Tasks: The contractor shall provide the following services: •· Assist with the development of the annual MD-715 Report. Engage the Model Agency IPT members in discussion and follow up on DTRA Enterprise mid-year and annual accomplishments. Prepare the executive summary by describing the EEO program mission and address the six essential elements as well as major activities and accomplishments. Review MD-715 Checklist against agency accomplishments and make recommendations to Chief, EEO. •· Evaluate EEO counselor and investigative reports for compliance, completeness and adherence to law, statue, and guidelines. •· Develop DVAAP Report, NoFEAR Report and FEORP Report as required ensuring that mandatory requirements are met insofar as timeliness and accuracy after analyzing workforce statistical employment data, identifying barriers/trends, and recommending viable solutions for actual or perceived barriers affecting the employment, retention and development of a diverse work force. •· Develop, revise, and/or update agency EEO Instructions, manuals, pamphlets, and standard operating procedures on a variety of subjects based on DoD, executive, and regulatory guidance. •· Recommend appropriate action for resolving complex EEO complaints. •· Prepare Final Agency Decisions (FAD) on the disposition of formal EEO complaints. These decisions must contain findings, conclusions and recommendations that are legally appropriate and regulatory. They must contain analyses on the merit of each claim raised in the complaint, rationale for dismissal of any claim, and the appropriate recommended remedy and relief in accordance with governing statute, law, and regulation. •· Provide professional support to EEO staff with respect to planning and organizing special emphasis events. •· Provided expert professional EEO advice to agency officials. •· Complete various independently assigned program tasks for submission to White House, EEOC, DoD and/or OPM consistent with workload surges associated with unpredictable requests for assistance from DTRA employees, supervisors, managers and senior leadership. •· Complete priority projects, mandatory reports and high volume tasks. •· Serve as subject matter expert (SME) for complex projects and special events identified. •· Prepare, organize, request and manage nomination process for EEO special emphasis, diversity, Departmental (DoD) and national outreach awards and forward nominees to the Office of the Secretary of Defense. •· Support the Alternative Dispute Resolution (ADR) and conduct mediation and fact-finding inquires. •· Serve as EEO Counselor and process EEO complaints within prescribed timeframes. •· Analyze workforce employment data/trends and recommend viable solutions to actual or perceived barriers affecting the employment, retention, and development of a diverse workforce. •· Retrieve taskers from agency's suspense tracking system, and close internal taskers. •· Develop comprehensive EEO training programs. •· Assist with developing goals to increase low participation rate of women, minorities and people with disabilities. Capabilities : Interested parties should submit tailored Capability Statement that demonstrate a clear understanding of all task specified in the Specific Task section of this notice.
