Description
REQUEST FOR EXPRESSIONS OF INTEREST DEVELOPMENT OPPORTUNITY VA Medical Center Bath, New York SCOPE AND NETWORK OBJECTIVES The United States Department of Veterans Affairs under its Enhanced-Use Leasing (EUL) authority (38 U.S.C. § § 8161 “ 8169), is seeking Expressions of Interest from bidders interested in an opportunity to develop an assisted living or similar facility with preference and priority placement for Veterans. The proposed project for Veterans will be accomplished through a long-term out-lease on approximate 2.6 acres of VA land, located near Veterans Avenue at the main entrance of the Bath VA Medical Center campus. Through the EUL authority, VA can offer a long-term use of assets (up to 75 years) in order to accommodate the scope of the project. The developer/lessee would be solely responsible for developing, financing, renovating, constructing, managing, maintaining, and operating the leased property as a assisted living facility or similar facility for aging Veterans and Veterans required assistance with daily living. In return for the long-term use of the VA assets, the developer/operator will provide fair consideration to the VA, which may include the provision of goods and services as benefit to VA including construction, repair, remodeling, maintenance, and/or monetary payments. BACKGROUND The Bath VA Medical Center is part of the VA Healthcare Network Upstate New York. This facility provides a full range of patient care services including primary care, mental health care, emergency care services, and acute care. The mission is to serve the veteran who served us. The parcel of land, for the proposed assisted living facility, is located in a 100-year flood plain. Additionally, three (3) single family homes and a three (3) car garage are located on the parcel of land. The demolition of these structures must be part of any new development. VA estimates that approximately 230 Veterans will need assisted living services in the Bath, NY area in FY2011. SPONSOR/APPLICANT ELIGIBILITY VA is seeking qualified development teams that have a proven track record in assisted living and/or senior living housing development and operation. All interested developers will be required to finance, design and construct an assisted living facility or similar facility with support parking on the designated approximate 2.6 acres of VA land.
