- This is a REQUEST FOR INFORMATION ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes. This announcement does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this RFI are preferred VIA E-MAIL to Philip.Mathews@Navy.Mil and Lisa.C.King@Navy.mil. The purpose of this RFI is to obtain market research in order to make appropriate acquisition decisions and to gain knowledge of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, Hubzone small business, 8(a) or other small businesses interested in, and capable of, installing an upgraded Telephone Private Branch Exchange (PBX) system as described below. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Small businesses will be required to comply with FAR 52.219-14, Limitations on Subcontracting (Dec 1996) for any resultant contract. The North American Classification System (NAICS) code for this acquisition is 334210 "Telephone Apparatus Manufacturing , small business size standard is 1,000 Employees. Responses to this notice shall include the following: (1) company name (2) address (3) point of contact (4) phone, fax, and email (5) DUNS number and Cage Code (6) business size (the standard for a small business for this procurement is $25 Million or less) (7) small business type, e.g. services disabled veteran owned small business, veteran-owned small business, woman-owned business, Hubzone or 8(a) etc. (8) a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses adequate functional area expertise and the relevant experience necessary to successfully provide the installation of the upgraded PBX system. (9) evidence of experience doing the same type of work (10) Demonstrated ability to provide services that are compatible with current equipment/existing infrastructure; and demonstration that the switch meets approved Joint Interoperability Test Command (JITC) Certification. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov). This is for MARKET RESEARCH purposes only. The Government does not commit to providing a response to any information submitted, comment or questions received. DESCRIPTION OF SWITCH UPGRADE Overview Naval Facilities Engineering Command, Lafayette River has a requirement for procurement and installation of an upgraded Telephone Private Branch Exchange (PBX) system to Communication Manager Grade 4 (CM 4) or greater and a Communication Manager Messaging (CMM) voice mail. The current switch supports 750 users and 100 additional miscellaneous services, including security doors, alarms and phones in elevators and around Lafayette River. The PBX system shall be installed at the Naval Facilities Engineering Command, Lafayette River, 6506 Hampton Blvd, Building A. The switch provides services to three other buildings on the compound that are connected through two Single Carrier Cabinets (SCCs). Additional, current infrastructure details are provided in Attachment (1), Call Data Record Information. Objective (a) The contractor shall provide information for a telephone switch that is Joint Interoperability Test Command (JITC) certified and on the DoD Approved Product List (APL) to replace the current G3r version 10. The switch/server must be compatible to the current infrastructure (i.e. call routing cartridges and desk phones, Avaya models 2500, 6221, 8410, 2410 and 2420), which includes digital and analog lines. (b)The contractor shall include a server/pc for voice messaging. The machine shall be capable of storing 1300 voice licenses. (c) The contractor shall provide and install one (1) server/pc with all the necessary software and licensing to interface with switch for administration purposes. (d)The contractor shall install all servers and integrate current call accounting system to collect Call Data Records (CDR) for reporting and data analysis. The current call account device is Microsoft SQL rack mount server 2005. (e) The contractor shall include the re-termination of all existing trunking Primary Rate Interfaces (PRIs) to the new switch/server. (f) The contractor shall provide 2-3 days of on-site training after installation from 8am - 4pm.
