General Information: Document Type: Special Notices Solicitation Number; N/A Posted Date: 13 January 2011 Original Response Date: 24 January 2011 Classification Code: 99--Miscellaneous NA CS Code: 335999 All other Miscellaneous Electrical Equipment and ComponentManufacturing Contracting Office Information: Letterkenny Army Depot, 1 Overcash Avenue, Chambersburg, PA 17201-4150 Subject: Sources Sought for Evaluation, Test and Repair of used Power Inverter/Converters Description: Letterkenny Army Depot is seeking potential sources to provide services to evaluate, test and repair used Power Inverter/Converters to the Original Equipment Manufacturer (OEM) standards and specifications. The repaired and tested Power Inverter/Converters shall seamlessly integrate with the next higher assembly, the Mobile Electric Power (MEP)-831 or 832 Generator Set. Scope: The purpose of this announcement is to find qualified sources who can offer services to evaluate, test, and repair used Power Inverter/Converters to the OEM standards and specifications. A thorough knowledge and understanding of the technical data (technical manuals, testing criteria, drawings, etc.) concerning the end item and componenst shall be required to detrmine if the used Power Inverter/Converters are repairable to a condition of reliable operation. The Power Inverter/Converters will be used at Letterkenny Army Depot (LEAD) in Chambersburg, Pennsylvania. Objective: The objective is to return the Power Inverter/Converters to a reliable condition which meets the OEM standard. Requirements: 1.The contractor shall furnish the necessary personnel, materials, equipment, travel, tools, transportation, shipping and other services required to satisfy the ordered services, capabilities, and solutions defined in the terms of the contract. 2.The contractor shall have experience in the evaluation and repair and test of the Power Inverter/Converters. 3.The contractor shall be submitting five repair process/production and test records to verify this experience. The records shall be copies of the original invoices/records and a sampling of test reports for that invoice/record. 4.The Power Inverter/Converters shall be repaired and tested in accordance with the specification and delivered to the customer within six (6) weeks after the contractor is notified by a receipt of a LEAD Delivery Order that the items are available for pickup. Earlier delivery is acceptable and preferred at no additional cost to the Government. The Contractor shall provide best delivery schedule. The Contractors offer shall include all shipping costs TO and FROM LEAD. 5.A one year standard commercial warranty shall be provided and must be equal to or exceed the provisions of a standard OEM warranty on all parts and labor of each remanufactured Power Inverter/Converter or component. When a Power Inverter/Converter is deemed defective after placement in the generator set, the Contractor will receive a Product Quality Deficiency Report (PQDR). All PQDR Power Inverter/Converters shall require new testing in accordance with the OEM and drawing specifications. The warranty shall cover all labor, equipment, material, and transportation expenses necessary to repair the Power Inverter/Converter. 6.The contractor shall provide a price to provide all labor, equipment, material and shipping costs to evaluate and repair and test the used Power Inverter/Converters to the Original Equipment Manufacturer (OEM) standards and the specifications. 7.The contractor shall perform an initial evaluation of each used Power Inverter/Converters received at their facililty to determine if it will be economical to repair and test. If the cost to bring the Power Inverter/Converters back to a serviceable condition exceeds the Repair and Test CLIN cost, the Government (LEAD) will determine that the complete Power Inverter/Converter shall be declared as un-repairable based on the Contractor's suggestion. The Contractor shall be paid with the Evaluation CLIN, not the Repair and Test CLIN. 8.The Contractor shall provide LEAD a listing of the parts that need replacement on the unserviceable Power Inverter/Converters for a LEAD evaluation and possible future remanufacturing. All un-repairable items shall be returned to LEAD, at no cost to the Government, in the next available shipment back to LEAD. 9.The Contractor shall perform the following to evaluate, test and repair requirements for the Power Inverter/Converters: a. Decontamination cleaning, low pressure wash with non-corrosive detergent and rinse, plus forced air dry and 24 hour oven racking with air flow at 150 degree F, oven dry cycle. b. Troubleshoot as required, for repair, replacement of components as found destroyed or inoperable, replacement of fuses upgrade of electronic components to latest revision level of OEM specifications. c.The contractor shall respond to RMA requests and issue RMA numbers by the close of business of the next business day. Business days shall be defined as 7:00AM - 3:30PM, Monday thru Friday, excluding government holidays. d.The contractor shall assume responsibility for all shipping/transportation costs to and from the contractor's facility of all TMDE presented for calibration. The government will assume responsibility for utilizing durable, protective shipping containers and packaging of TMDE when shipping TMDE to the contractor's facility. The contractor shall assume responsibility for utilizing durable, protective shipping containers and packaging during return shipment. e.Process reworked Power Inverter/Converters through in process computer driven load bank, full operation test in accordance with (IAW) the OEM standards and applicable drawing specification and store performance data by serial number into disc for record. f.Move to final assembly for replacement of sheet metal, clean and straighten sheet metal replace hardware as required, replace high voltage cover if missing. All broken or defective parts, locking devices, fasteners, etc. shall be replaced. g.Run completed Power Inverter/ Converters on a MEP-831/-832 3KW-TQG diesal generator set, on resistive and reactive load bank, no load, half load, and full load in both connections 120 volts single phase, 2 wire 120/240 single phase 3 wire, to verify operation IAW the applicable drawing specifications on actual generator set operation, monitor currents and voltage wave forms and harmonics under all loads. h.Pack and label, each reworked Power Inverter/Converters in single unit packed with protection dunnage both side of fan for single unit handling, same pack as new Power Inverter/Converters. i.Quantity of Inverters in the overhaul lot, below 20 to 30 each, as small lot Shipments via UPS-Ground over pack into special carton sized to contain 3 each single unit pack cartons, larger lots will be single unit cartons, crated and skidded as required, shrink wrapped and banded, or over packed into Gaylord type skid containers. j.The contractor shall have a thorough knowledge and understanding of the technical data(technical manuals, testing criteria, drawings, etc.) concerning the Power Inverter/Converters to return the unit to a condition of reliable operation. Please submit expressions of interest in your own format to include documentation of capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Since this is a SOURCES SOUGHT announcement, no evaluation letters will be issued to the participants.
