Description
This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) whether they are a small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; small disadvantaged businesses; or large business and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. (4) Technical capability to satisfactorily perform the requirements at a high degree of satisfaction. (5) Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS code for this project is 336411. The small business size standard is $7,000,000 per annum. Requirements: Major tasks required of the Contractor include the following: 1)Provide all inclusive support services, personnel, management, materials and supplies to field/deploy to Afghanistan within 90 days of receipt of NTP; (2-4) complete Unmanned Aircraft Systems (UAS). 2)UAS must at a minimum have a 160km range 3)UAS must have the capability to capture, store and transmit images, and data, etc. 4)Capability to fly during day light hours and at night time 5)Capability to fly a minimum of 150 hours between maintenance services 6)Capability for GPS routing by waypoints and by remote operator control Anticipated Period of Performance: The anticipated period of performance is June 1, 2011 - May 30, 2012 with two (2), one (1) year award term option periods. Capability Statement/Information Sought: Interested qualified business organizations should submit a tailored capability statement for this requirement, not to exceed 60 single-sided pages (including all attachments, past experience, performance on prior/current identical requirements, resumes, charts, etc.), presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. The capability statement should be separated into the following sections; (1) UAS Technical Capability, (2) UAS Personnel Capability, (3) Past Experience, (4) Performance (5) Rough Order of Magnitude Costs broken out by UAS Information Submission Instructions: All submission information sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Tracey E. Shaw, Contracting Officer at: tracey.e.shaw@usace.army.mil in MS Word, or Adobe Portable Document Format (PDF) by Wednesday, January 26, 2011, 18:00 Afghanistan time. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. Respondents will be added to the prospective offerors list for any subsequent solicitation. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary information in any resultant solicitation(s).
