- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66 � Instruments and Laboratory Equipment SUBJECT: High Resolution Materials Testing Stage SOLICITATION NUMBER: NB642030-21-00694 RESPONSE DATE: 4/22/2021 DESCRIPTION: The National Institute of Standards and Technology (NIST), Materials Science and Engineering Division (MSED) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Psylotech, Inc., located in Evanston, IL for a High Resolution Materials Testing Stage. Sole Source justification is based on the following: NIST MSED needs to procure a PsyloTech materials testing stage/station. The requested procurement is to support a cooperative research and development agreement between NIST and a corporate partner, by assembling a working instance of a materials testing stage/station based on a design that was developed, tested, and is in use by the CRADA collaborators.�
