Description
The U.S. Department of Education (the Department) is conducting market research on transcription software solutions, i.e., software that can convert audio or video recordings or live event audio into usable text.� The tracking number for this procurement is OCO-2022-01.� The anticipated release date for a solicitation is March 2022, subject to the availability of funds.� The attached Transcription Service Requirements RFI Matrix file contains the requirements, organized by priority features [Must Have, Like to Have (a highly preferred function, but not required) and Nice to Have (a preferred function, but not required )] available in any tool.� A significant requirement is that any solution must be �Ready� or �In Process� for FedRAMP authorization or already FedRAMP Authorized.� This procurement is not a recompete but rather a new requirement.� The acquisition strategy will be determined after considering the information received in response to this Request for Information (RFI), although the procurement is expected to be conducted using simplified acquisition procedures.� It is not known at this time whether this will be a full-and-open competition or a small business set-aside.� The planned North American Industry Classification System (NAICS) code for this procurement is 541512 -- Computer Systems Design Services; $30M size standard. This RFI is the initiation of market research under Part 10 of Federal Acquisition Regulation (FAR). This special notice is for market research and planning purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government to award a contract from responses to this announcement. Any information submitted by interested parties is strictly voluntary and no monetary compensation will be provided for response preparation the market survey. Your interest in this requirement is appreciated. Any response to this RFI must include a complete and thorough discussion of the ability of the organization�s software to meet the requirements listed in the requirements matrix.� In addition to a discussion of the software�s capabilities,�please provide the following: Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address, and Size of your Organization (i.e., Large Business, Small Business) using your SAM.GOV registration as the basis for your response.���� Describe the Salient Characteristics of the software solution.� The information shall be sufficient to allow for the Government to make a determination of the software's ability to meet the requirements identified in the requirements matrix. Information on any required End-User License Agreement (EULA) � EULAs indicate the terms under which the end-user may use the software. This is usually in the form of a contract between the organization and the software publisher or vendor and specifies the terms of use for all users. Recommendations on contract type and a description of pricing options (annual or perpetual license, maintenance agreements, or pricing by user, enterprise license options, tiered pricing, etc.) A discussion of whether the software is being used by other government (Federal, State or Local) organizations (if so, who). Timeline discussions, e.g., installation timelines/requirements, training requirements, performance periods (annual vs. other), etc. Additional information that an offeror would require from the Department before it could submit a quote (e.g., necessary updates to the requirements). Disagreement over the planned NAICS code for this procurement. Interested parties are permitted to submit clarification questions as part of a response to the RFI, however the Department does not guarantee a response to any questions submitted.
