Description
The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for National Pollution Discharge Elimination System (NPDES) Lab Testing service, commercial services, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 541380, with a Small Business Size Standard of $16.5M as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF22Q0034 will be provided via SAM https://www.SAM.gov on or around 9 February 2022. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. SCOPE OF WORK -Background The U.S. Army Corps of Engineers (Corps) Walla Walla District manages water resources along the Snake River basin, spanning 107,000 square miles in parts of 6 states. It operates 8 projects: including 4 dams on the lower Snake River; McNary Lock and Dam on the Columbia River; the Mill Creek Project near Walla Walla; and Dworshak and Lucky Peak dams in Idaho. The Corps anticipates the issuance of National Pollution Discharge Elimination System (NPDES) permits by the EPA for Ice Harbor Project, Lower Monumental Project, Little Goose Project, & Lower Granite Project. To ensure the protection of water quality and human health, these permits place limits on the types and amounts of pollutants that can be discharged from the facilities and require routine monitoring of discharge points. The Corps is seeking a certified laboratory for analytical services to demonstrate compliance with NPDES permit limits. Corps personnel will conduct all sampling, packaging, and schedule pick up of coolers for delivery of the samples to the laboratory. -Laboratory Certification The laboratory shall be accredited in accordance with the National Environmental Laboratory Accreditation Program (NELAP); however, in lieu of NELAP accreditation the Laboratory may have a current laboratory accreditation including either the State of Oregon Environmental Laboratory Accreditation Program or the Washington State Department of Ecology Environmental Laboratory Accreditation Program for all analytes required in the task. If the laboratory cannot conduct a specific analytical process, they may contract with another laboratory to perform the analysis. All contractors and subcontractors, if any, shall submit at least one of the above accreditations qualification/certificates when submitting their quote per FAR 52.212-2 Evaluation � Commercial Items. -Work Period Base year� � �� 01April 2022 to 31 March 2023 Option year 1 � 01April 2023 to 31 March 2024 Option year 2 � 01 April 2024 to 31 March 2025 Option year 3 � 01 April 2025 to 31 March 2026 Option year 4 � 01 April 2026 to 31 March 2027 -Laboratory Location The laboratory must be located within 450 miles of 201 N. 3rd Ave., Walla Walla, Washington 99362. �� -Task The Corps anticipates 759 samples will be submitted for analysis quarterly during the initial first year. After that the Corps anticipates 182 samples will be submitted for analysis quarterly for the remaining years. Sample amounts may be lower due to operating conditions of machinery at various times of the year. Samples submitted shall not exceed (SNE) 759 quarterly for the first year and 182 quarterly samples for the remaining years. All analytical methods must be approved under the most current 40 CFR part 136, unless a particular method is expressly requested by the Corps. All analyses shall be completed within the allowable holding times listed in 40 CFR 136.3, Table II. The following table summarizes the sampling quantity, frequency, and parameters for the Ice Harbor Project, Lower Monumental Project, Little Goose Project, & Lower Granite Project for the first year of sampling.
