SCOPE OF WORK (SOW) VAMHCS Yearly Aboveground Storage Tank (AST) Inspections to Comply with Section 112.7(e) of the Clean Water Act and Maryland Department of the Environment Oil Operations Permit, Code of Maryland Regulations (COMAR) 26.10.01-.12; 26.10.01.16-.21 and 26.10.15 2 I. INTRODUCTION As required by Section 112.7(e) of the Clean Water Act and Maryland Department of the Environment Oil Operations Permit, Code of Maryland Regulations (COMAR) 26.10.01-.12; 26.10.01.16-.21 and 26.10.1, the VAMHCS must Conduct yearly aboveground storage tank (AST) inspections and tests. This is detailed in each VAMHCS Facility s Integrated Contingency Plan (ICP). The annual inspections will conform to the Steel Tank Institute SP-001, Aboveground Storage Tank Inspection Standards and will be conducted using the annual inspection checklist included in each VAMHCS facility s ICP. The VAMHCS would like a base plus four option years best value annual AST inspection contract. II. DESCRIPTION OF WORK Contractor will perform yearly AST inspections as detailed in each VAMHCS Facility s Integrated Contingency Plan and applicable Oil Operations Permit(s). This includes approximately 43 shop-fabricated tanks and day tanks ranging in size from 55-gallons to 15,000-gallons and 1 field-erected tank with a capacity of 150,000-gallons. See Appendix A. The annual inspections shall conform to the Steel Tank Institute SP-001, Aboveground Storage Tank Inspection Standards and will be conducted using the annual inspection checklist included in each VAMHCS facility s Integrated Contingency Plan as well as any additional requirements per each VAMHCS facility s Oil Operations Permit (if applicable). This will include ASTs located at the following locations per the latest version of each VAMHCS location s Integrated Contingency Plan: Baltimore VAMC, 10 North Greene Street Baltimore, MD 21201 Loch Raven VAMC, 3901 The Alameda Baltimore, MD 21218 Perry Point VAMC, 101 Boilerhouse Road, Rm. 40 Perry Point, MD 21902 b. VAMHCS Site Oil Operations Permit(s) also stipulate additional annual inspection requirements for vaulted tanks. The site permit(s) require an annual inspection of the vaulted area of the tank, which is considered a confined space under the Occupational Safety and Health Act (OSHA) at 29 CFR 1910.146(b). Contractor will operate in accordance with its internal Confined Space Permit Program. A properly calibrated multi- gas meter to inspect the atmosphere of the space prior to entry required. In accordance with the VAMC Site Oil Operations Permit(s), the contractor will also submit a copy of the inspection results to MDE within 15 business days of completing the inspection. c. ASSUMPTIONS: A MD licensed PE and STI certified personnel for SP001 Aboveground Tank System Inspector will oversee the tank inspections Offeror must show past performance inspecting ASTs in the state of MD Offeror must have an office within the tri-state area of MD; PA; or Virginia/Washington, D.C. Yearly AST inspections as detailed in each VAMHCS Facility s Integrated Contingency Plan and applicable Oil Operations Permit(s); this includes approximately 43 shop-fabricated tanks and day tanks ranging in size from 55-gallons to 15,000-gallons and 1 field-erected tank with a capacity of 150,000-gallons. Perry Point VAMC personnel will provide timely access to all tanks and tank areas, including unlocking of gates and fill ports as needed. Contractor will be able to work onsite each day for 8-hours. A total of 8 days onsite is assumed for completing Perry Point VAMC A total of 1 day onsite is assumed for completing Baltimore VAMC and A total of 1 day onsite is assumed for completing Loch Raven VAMC. Appropriate personnel and monitoring will be provided during the confined space entries, when needed. The contractor will supply an 8-foot, A-frame ladder to access tank tops. For tanks taller than that for which a catwalk, access platform, stairs, or other safe means of access are not present, contractor will complete as much of an inspection as can be done safely. Anything that cannot be inspected will be noted in the report. III. SPECIFIC WORK ITEMS The contractor shall complete yearly AST inspections using the latest list of ASTs in each VAMHCS facility s Integrated Contingency plan as well as using the latest yearly AST inspection checklist provided in each facility s Integrated Contingency Plan. This will include (but is not limited to): An initial kick-off meeting to discuss access, facility rules and specific needs for tank access; documentation; etc.(this may be done virtually or in-person) The Contractor must develop/update each yearly inspection form for each VAMHCS AST. The Contractor also provide electronic copies of each yearly inspection form for each VAMHCS AST. Provide a list of deficiencies including repairs needed and estimates to complete repairs/deficiencies for each VAMHCS AST to be compliant with all applicable laws and regulations to include (but is not limited to): Section 112.7(e) of the Clean Water Act, Each VAMHCS Facility s Integrated Contingency Plan. Each VAMHCS Facility s Oil Operations Permit Steel Tank Institute SP-001, Aboveground Storage Tank Inspection Standards COMAR Subtitle 10, Oil Pollution and Tank Management IV. PROJECT MILESTONES/SCHEDULE The period of performance for each option year will be 365 days from the notice to proceed. The following schedule shall be adhered to in completing this work effort: V. PROJECT SUBMITTALS: 1. Draft Annual AST Inspections for each VAMHCS facility listed above for each AST listed in the VAMHCS facility s Integrated Contingency Plan: One electronic copy should be sent to the COR. The COR will then review this and provide comments to the contractor. 2. Draft Annual AST Inspection Comment Resolution: Contractor will address up to 2 rounds of comments from the COR to prepare the final Annual AST Inspections. 3. Annual inspection for Vaulted Tank per MDE Oil Operations Permit(s): An annual inspection of the vaulted area of the tank, which is considered a confined space under the Occupational Safety and Health Act (OSHA) at 29 CFR 1910.146(b). In accordance with the Site Oil Operations Permit(s), the contractor will also submit a final, VAMHCS COR-approved copy of the inspection results for this tank to MDE within 15 business days of completing the inspection. 4. Final Annual AST Inspections and List of required AST repairs/corrections based on observations/inspections, if applicable (for compliance with current laws and regulations): Electronic deliverable will be delivered to the VAMHCS COR for all ASTs at the Baltimore VAMC; Loch Raven VAMC; and Perry Point VAMC. Milestone Timeline Onsite Annual AST Inspections at Perry Point; Loch Raven; and Baltimore VAMCs Completed within 90 days of Notice to Proceed (NTP) Draft submission of PP AST D-103 Annual Inspection to VAMHCS COR 91 Days after NTP COR/VAMHCS review period 2 Days after receiving Draft Submission of Vaulted AST Annual Inspection Final Submission of Vaulted AST Annual Inspection to VAMHCS COR and MDE 5 Days after receiving COR comments MDE Comment Resolution and Response for Vaulted Tank Annual Inspection 2 weeks after receiving comments from MDE Draft submission of all VAMHCS Facility AST Inspections (with the exception of vaulted AST outlined above) and List of required AST repairs/corrections based on observations/inspections (for compliance with current laws and regulations) 100 Days after NTP COR/VAMHCS review period 2 weeks after receiving Draft Final Submission of all VAMHCS Facility AST Inspections (with the exception of vaulted AST outlined above) List of required AST repairs/corrections based on observations/inspections (for compliance with current laws and regulations) 2 weeks after receiving COR comments APPENDIX A LISTS OF TANKS TO BE INSPECTED PER SITE ICPs as of September 2021.
