- Description
- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL)�s Biogeochemical Sciences Branch (BSB) in Fort Wainwright, Alaska intends to award a contract on a sole source basis to Silixa LLC upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL intends to procure a Contactor to apply their specialized skills and knowledge to support seepage analysis at the Moose Creek Dam, Alaska. This requirement shall procure 500 meters of 6 channel tactical fiber optic cable (2SM and 4MM fibers, polyurethane jacket 6.5 mm OD/meter), two direct bury splice boxes, E2000 terminations, and field consumables. A Silixa operations engineer shall assist during the fiber optic cable installation at Moose Creek Dam in Alaska. This requirement also includes application of the CRREL�s existing Silixa ruggedized distributed temperature sensor [DTS] system, as well as configuration and setup of a model for Moose Creek Dam (using the software XSeepT), 3D numerical coupled thermal-fluid flow modeling for Moose Creek Dam and reporting of model results. Performance Specifications: The primary aspect of this project is a test case use of a fiber optic system to monitor ground water movement at Moose Creek Dam (MCD) near Ft Wainwright, Alaska. A Silixa engineer shall provide field installation assistance to ensure a successful installation. The services and incidental supplies necessary include but are not limited to the following:� ��� �Five hundred (500) - 6 Channel Tactical Fiber Optic Cable 2SM and 4MM fibers, polyurethane jacket 6.5mm OD�(p/n PS-2S4M-1PU065) ��� �2 x direct bury splice boxes, E2000 terminations, field consumables ��� �Offline XSeepT configuration and setup for Moose Creek Dam (XSeepT Setup) ��� �Installation, commissioning, modeling, and analyses report for Moose Creek Dam ��� �Silixa Operations Engineer (2 engineers, 5 days) to provide on-site installation support of the sensing system and delivery of fiber optic cable ��� �Setup and validation of 3D numerical seepage and temperature model of MCD. The model will be validated using groundwater elevation and temperature data from on-site piezometers (data provided by CRREL) ��� �Testing of sensitivity to seepage flow, floodwater input, seasonal fluctuations, and placement of fiber optic cable will be performed using synthetic datasets.� ��� �Assessment of model and field measurements collected from fiber optic measurements. ��� �The contractor shall deliver a comprehensive project report on the fiber optic cable installation, system commissioning, sensitivity modeling, and measurement results. Silixa LLC was identified as the only vendor capable of meeting all factors relevant to CRREL�s requirement. Specifically, CRREL requires a Contractor with expertise with CRREL�s existing Silixa Ruggedized Distributed Temperature Sensor (DTS) system to perform field experiments on-site at Moose Creek Dam in Alaska. Additionally, CRREL requires Silixa�s 3D modeling expertise of seepage through dams, and installation of fiber optic cables at dams. Due to the proprietary nature of the requested services and incidental supplies, Silixa LLC is the sole source authorized to fulfill the Government�s requirement. Silixa LLC provides the only services that, if procured, would avoid the excessive cost associated with testing at remote sites which would create substantial duplication of cost to the Government and cause unacceptable delays in fulfilling the agency requirements.� The associated North American Industry Classification System (NAICS) code is 541990, which has a size standard of $16.5M. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 15 February 2022 to: kim.d.roberson@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications. �
