- THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY OF OUR INTENTION TO POST A SOLICITATION WITHIN THE NEXT THREE MONTHS. THIS NOTICE IS NOT AN INVITATION FOR BIDS OR REQUEST FOR PROPOSAL. BIDS OR PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. This notice is posted in accordance with FAR 5.2 and 36.213-2. This is an advanced presolicitation notice that is provided for information, to stimulate interest, and to provide an opportunity for inquiries and comments. The Government will take into consideration all inquiries and comments prior to posting any further presolicitation notices and/or the solicitation. Comments will either be integrated into new notices or addressed separately in a narrative attachment to a future notice or the solicitation. This is not a request for proposals. This notice does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. Any information submitted by respondents to this notice is strictly voluntary. All comments and inquiries shall be submitted in writing to Samantha Watts at Samantha.C.Watts@uscg.mil no later than close of business March 1, 2022. The RFP for this procurement (#70Z08822RESDV0001) will be available for viewing and downloading on approximately 7 March 2022.� The date for receipt of proposals is 5:00 p.m., P.D.T., 18 April 2022 and it will be shown on the Solicitation, Offer and Award (Standard Form 1442). It is the responsibility of the offeror to note any changes between this announcement, any future postings of any further presolicitation notices, and the final solicitation. Description of Requirement: This procurement is a re-compete for the Tower Multiple Award Construction Contract (TMACC) a U.S. Coast Guard multiple-award, IDIQ contract vehicle. The existing contracts will expire on October 22, 2022. The U.S. Coast Guard (USCG), Shore Infrastructure Logistics Center (SILC) Construction Contracting Office, has determined the need to re-procure a suite of up to seven Indefinite Delivery Indefinite Quantity (IDIQ) Nationwide Tower/Antenna Multiple Award Construction IDIQ Contract (TMACC) to perform tower and antenna construction, maintenance, rehabilitation, demolition, inspection, and repairs for the U.S. Coast Guard (CG) in any of the 50 United States and its territories. Initial IDIQ contracts will be competitively solicited and awarded nationally. The TMACC aggregate capacity will be $24.9 million dollars. Contractor selection will be based on Best-Value source selection (price and technical factors).� Task orders will range from $3,000 to a maximum task order value of $2 million. All orders will be solicited on a competitive basis among the TMACC firms, except for emergency work which may be ordered on a sole source basis. The contracts will meet a majority of the USCG tower and antenna construction, maintenance, rehabilitation, inspection, and repairs with a value below $1M within the 50 United States and its territories. The contracts offer a streamlined approach to construction contracting and ongoing competition between qualified contractors. Awards will be restricted to small business set-aside firms. All qualified small business firms can compete. Scope of Work: The scope of work will include tower and antenna construction, maintenance, rehabilitation, inspections, installations, investigations, designs, repairs, demolition, and corrective action.� Services may be required at various locations nationwide. Services may include but are not limited to the following types of work: a) inspection services, minor maintenance, and repairs; b) tower maintenance, repairs, installations, and demolitions; c) structural analyses of towers; d) investigation of design options and final design for self-supporting and guyed towers (design towers, antennas, and their foundations); and e) acquisition of soil data for proposed design sites. Description of Solicitation: Award of up to seven Indefinite Delivery Indefinite Quantity (IDIQ) Nationwide Tower/Antenna Multiple Award Construction IDIQ Contract (TMACC) will be based on a single solicitation issued as a Request for Proposal (RFP). The RFP (#70Z08822RESDV0001)�for this procurement will be available for viewing and downloading on approximately 7 March 2022.� The estimated date for receipt of proposals is 5:00 p.m., P.D.T., 18 April 2022 and it will be shown on the Solicitation, Offer and Award (Standard Form 1442). The solicitation, when issued, will be formatted in the uniform contract format as a Request for Proposal (RFP) in accordance with the requirements of FAR 15.203 for a competitively negotiated project.� The solicitation will contain a sample project (SEED PROJECT) for which offerors will provide pricing.� Sample project pricing will be used to evaluate price.� The sample project will be the first task order issued.� The sample project will be for Tower Inspection and Maintenance in California, Oregon and Washington states. The terms and ordering procedures of each contract will be uniform among the seven contracts, in a manner to promote a standardized method of delivery. Also the evaluation factors for each procurement will be uniform and a single source selection authority will take responsibility for all contract awards that stem from the solicitation. Pre-proposal inquiries will be reviewed and any amendments will be issued to the solicitation as required. Any protests received after close of the solicitation�will be directed in a manner to allow ongoing efforts to continue, where possible. Each of the seven contracts will include a base year plus four one-year options (five-year total). Task order limits will range from $3,000 to a maximum task order value of $2 million. The minimum guarantee for each individual contract will be $1,000. The anticipated aggregate capacity for the seven new national TMACC contracts is $24.9 million dollars. Contract awardees will be eligible to compete for TMACC task orders at various USCG Districts in locations nationwide. A map of the Coast Guard Districts has been provided in the files accompanying this notice. Ordering authority will be available to any United States Coast Guard component with appropriate warrant authority. However, task orders will primarily be awarded and administered by the Coast Guard�s Civil Engineering Units (CEUs). The contract awardees under this procurement shall be able to provide all necessary personnel, facilities, equipment, and materials for multiple and concurrent task orders across the United States and its territories. Firms shall ensure that all activities performed by its personnel, subcontractors and suppliers are executed as required in compliance with all applicable environmental and safety laws and regulations and will meet all relevant, appropriate, and applicable standards. Specific requirements will be detailed in each task order general requirements, specifications, and drawings. The description of these requirements will vary for each acquisition dependent upon the needs of the requiring entity. Description of Evaluation Factors: Award of the TMACC IDIQ contracts will be based on the criteria outlined in FAR 15.3 procedures. The following evaluation factors are planned at this time: Price Evaluation Factor- Schedule B / Schedule of Prices for Seed Project Technical Factors � Offers will be asked to submit three (3) to five (5) relevant tower construction projects for technical evaluation of relevant experience and past performance. Factor 1, Relevant Experience: The submission of a minimum of three (3) and a maximum of five (5) relevant tower construction projects that demonstrates the firms experience on relevant projects. The offeror will be evaluated based on the extent of its demonstration of relevant experience including work experience within the USA and its territories as well as projects similar in size, scope, and complexity to the TMACC. Factor 2, Past Performance: The submitted projects should also have past performance information available. If the past performance is not in CPARS, offerors shall submit completed past performance questionnaires. The offeror will be evaluated based on CPARS evaluation or if there is not a completed CPARS evaluation, a client completed Past Performance questionnaire. In addition a narrative of no more than one page in length may accompany each past performance submission and may be used as required to provide amplifying information on the submission.� THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST. END
