Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure two (2) commercially available, covered, aerated, static pile composting systems for immediate use in a research and development project focused on safe and efficient methods for composting organic wastes and bioplastics. The system must be mobile, must include semi-permeable ground covers, and must include the following equipment: sensors and probes for monitoring moisture levels, oxygen levels, and temperature data logging equipment blowers aeration piping systems� The requirement will also include installation and partial set-up of the system at a research site in Ft. Knox, KY, and technical support services (troubleshooting) over the twelve-month research project that will ensue after installation is complete. Soil sample analysis assistance will also be required. ERDC-CERL intends to award a purchase order on a sole source basis to Sustainable Generation LLC in accordance with FAR 13.106-1(b)(1). The government has determined that the SG Mobile composting system manufactured by Sustainable Generation LLC utilizing GORE Cover technology is the only system that will satisfy the government requirements.� No other commercially available systems were found that are easily mobile from one site to another, can be adjusted to meet variable input flows, and come with all the required equipment for monitoring the composting activity.� Most other comparable products are assembled as permanent structures with concrete flooring and/or require hardwiring of the data collection equipment.� The few other comparable composting products with mobility options are not flow adjustable and do not come with all of the necessary monitoring equipment and data collection capabilities.�� This is not a request for proposal and in no way obligates the Government to award any contract.� The associated North American Industry Classification System (NAICS) code is 334513 � Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables which has a size standard of 750 Employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Please provide responses to this notice no later than February 16, 2022 at 12:00pm, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
