- The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Small Business Set-Aside, Brand Name RFQ for a GSD 350 O2C, OmniStar Gas Analysis System per the attached specs. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 892433222QFE000274 is issued as a Request for Quotation (RFQ) and is available for downloading under Contract Opportunities at https://sam.gov/ and on FedConnect at https://www.fedconnect.net/Fedconnect. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. This RFQ is being solicited as a Small Business Set-Aside Competition. The North American Industrial Classification System (NAICS) code for this effort is 334513 and the business size standard is 750 employees. MINIMUM TECHNICAL REQUIREMENTS: See attachment for specifications. Interested Small Business holders are strongly encouraged to submit their quotation on the attached RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net or if using SAM.gov via email to Rebekah Parks at Rebekah.Parks@netl.doe.gov by the due date and time indicated in Block 10 of the RFQ SF-18. EVALUATION: Selection will be based on the vendor�s quotation that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data (as necessary). Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the attached requirements. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability.
