- Description
- The proposed acquisition covers a requirement for Heavy Duty �Firefighter�s� Leather Gloves; PGC 03999. The�gloves are to be made in accordance with specification Spec 6170-5E. The requirement will be issued as two lots: lots 0001 and 0002. Lot 0001 will be for 50% of the requirement and will be issued as Unrestricted. Lot 0002 will be for 50% of the requirement and will also be issued as Unrestricted. The resulting two awards will be firm fixed price, indefinite delivery, indefinite quantity type contracts, each with a base and three (3) option terms. The duration of each term will be one year. The quantities for the base term of each contract will be a minimum quantity of 24,896 pairs, annual estimated quantity of 99,583 pairs, and annual order limitation quantity of 124,479 pairs. The quantities for each option term of each contract will be a minimum quantity of 10,626 pairs, annual estimated quantity of 42,504 pairs, and annual order limitation quantity of 53,130 pairs. Lowest Price Technically Acceptable Best Value Source Selection Procedures will be Utilized The evaluation factors will be as follows: ���� 1. Proof of ISO 9001 certification ���� 2. Proof of National Fire Protection Association Standard 1977 (NFPA 1977) Certification or Proof of Application submission for NFPA 1977 Certification ���� 3. Terms and Conditions There will be a first article testing requirement. Successful offerors will have 30 days to provide the sample for evaluation and the government will have 30 days to evaluate the sample. Delivery terms will be FOB destination, inspection, and acceptance at origin.� Destinations will include: DDJC - Tracy, CA. Production Lead Time will be 120 days after the date of the order. An additional 60 days will be added to the first scheduled delivery of the first order to allow for first article sample submission and testing. It is anticipated that the solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after the synopsis is posted. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) home page at https://www.dibbs.bsm.dla.mil/. Detailed system requirements and instructions for registration can also be found on the DIBBS home page. All offerors MUST be registered in SAM (System for Award Management) in order to be eligible for award.� All responsible sources may submit offers, which DLA Troop Support shall consider. Please note that ALL materials used in the fabrication of this item shall be furnished by the successful offeror.� This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States.� The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as �The Berry Amendment�) impose restrictions on the DoD�s acquisition of foreign products and services.� Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
