Description
Amendment 0001 TO SPECIAL NOTICE 36C24121R0181 REQUEST FOR QUALIFICATIONS (SF-330) The purpose of this amendment is to incorporate the response to the Request for Information (RFI) received for special notice 36C24121R0181. Question 1: To clarify the total number of projects and CPARS / PPQ requirement.  Are you looking for CPARS or PPQ for all projects provided in Section F and Section H or for just 5 projects?  Response: The Government intends the total number of projects to be submitted in Section F and as further described in Section H to be a total of 5 projects. The intent of the PPQs are for those firms that do not have CPARS data available, i.e. projects performed in private sector. Please reference Section F, Item 3. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE Provide a detailed narrative of up to 5 (maximum) relevant projects completed within the last 5 years, which best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract; Emphasize any specialized experienced the firm has with chiller plant replacement (preferably at the VA or in a hospital environment). The A/E shall provide example projects where a temporary system is installed to maintain redundancy at a facility. Question 2: In Section H. SF 330 SUBMITTAL PACKAGE PAGE INSTRUCTIONS: it is noted in e. i. Absolutely no photographs shall be submitted. We are assuming this includes all of the pages including the Section F. Relevant Projects. Also we are assuming other than our Organization Chart there will be no special diagram pictures etc. Response: The Government is requesting that no photographs be submitted in the SF 330 submittal package. Any photographs included will not be reviewed. Other diagrams such as an organizational chart and graphs may be submitted. Question 3: Section I SF330 Requirements states SIX selection criteria. Are there six or eight? Response: Section I paragraph (a) is hereby revised as follows: The SF 330 submittal packages shall consist of a completed SF 330 parts I and II, specific information addressing each of the EIGHT selection criteria described in this Notice; the additional information required by this Notice and past performance questionnaire section A. Question 4: Are you requiring that submissions be architect-led? Vs. submitted by an MEP Engineering firm? Response: The Government will consider any firm that meets the requirements as outlined in the Special Notice. Question 5: Does the prime firm need to be SDVOSB or can the team consists of 50% SDVOSB? Response: This is an SDVOSB set aside so the Prime Contractor must be a verified SDVOSB. The 50% requirement may be met through a combination of the Prime and similarly situated verified SDVOSB team members. ALL OTHER PROVISIONS IN THIS NOTICE BELOW REMAIN IN EFFECT.
