� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �Market Survey for Bldg. 44, Tower Hoists The Army Combat Capabilities Development Command, Armaments Center, Munitions Engineering & Technology Center (METC), Fuze and Precision Armaments Directorate (FPAD) is seeking information on companies with the capabilities to perform maintenance on two (2) hoists in Bldg. 44, Picatinny Arsenal, NJ, 07806.� Bldg. 44 is the �Precision Armaments Tower Laboratory�� The primary purpose of the Bldg. 44 �Precision Armaments Tower Laboratory� is to conduct Research and Development (R&D), and testing and evaluation (T&E), supporting a large number of host facilities, and ongoing projects.� In summary, the tower allows for testing of weapons in different elevations for telemetry, laser and munitions capabilities and performance.� It tests the theoretical performance of weapons in different conditions, and at different distances.� The hoists main function is to allow users to test simulations of how a weapon will fire at a given altitude.� FPAD is seeking capability statements on the ability of contractor�s within 50 miles to perform maintenance on the hoists.� Capability statements should include the ability of the contractor to provide; (i)� ������ All labor, materials, necessary tools and equipment, replacement parts and all other supplies necessary to provide full preventive service and maintenance, repairs, and emergency services for two (2) hoist cars/systems at the PAL building 44 tower complex; (i.a.)� Maintenance is anticipate to start on or about May/June 2022.� Maintenance intervals will be twice a month every other month; and once a month every other month � (i.e. 1 in May, 2 in June, 1 in July, 2 in August; same sequence).� In addition, emergency maintenance will be required beyond the regular scheduled maintenance.� Emergency maintenance may be during standard work hours, or after hours, depending on the fluid needs of the customer base, and criticality of the testing.� (iii)� ���� Ability to work with brakes, motors, generators, controllers, relay panels, selectors, operating devices, interlocks and contacts, guide shoes, roller guides in hoist ways and car door sills, hangers for all doors and car doors, signal system, car safety devices, governors, tension frames, and sheaves. (iv)������ Abilities using Programmable Logic Controllers; and understanding latter logic, and software hardware integration. (v)�� ���� Demonstrated past experience on unique hoist maintenance.� (vi)������ Qualifications of personnel greater than or equal to:� � � �(a) Certified by the IUEC Local 1, in New York and New Jersey; � � �(b) Current National Association of Elevator Safety Authorities NAESA certified Qualified Elevator; � � �(c) Current certification by the International Union of Elevator Constructors (IUEC Local 1 � New York and New Jersey). TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. �All information is to be submitted within fifteen (15) calendar days at no cost or obligation to the Government.� The Government reserves the right to reject, in whole or in part, any private sector input as a result of the Market Research notice. All information provided will not be returned and will be held in a confidential status. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All responses shall be unclassified.� This command is NOT a contracting activity with the authority to bind the Government, however, the responses received to this request will be used to work with Army Contracting Command � New Jersey, on a potential contract action.�� �
