- Description: The U.S. Army Contracting Command � Rock Island on behalf of the Project Manager, Maneuver Ammunition Systems is seeking possible sources for the maintenance of up to 40,000 each unserviceable 120mm M830A1 Cartridges.� The 120mm M830A1 is a high explosive antitank, multipurpose, tactical service round with a tracer. The 120mm M830A1 is used in the 120mm, M256 smooth bore tank cannon and is a fin-stabilized round with a discarding sabot. The primary focus of the maintenance program is to disassemble the cartridge, replace the combustible cartridge case and the case base and use epoxy adhesive to bond the new cartridge case to the case adapter.�� There will also be a requirement to trim and channel the projectile obturators at the projectile sub-assembly level after cartridge tear down.� The maintenance will include purchase of new combustible cases and case bases, propellant inspection for stability and moisture content, remarking with an additional suffix, as well as the addition of a solar cover to the pallet. The contractor will be required to receive, store and process approximately 1,000 pallets of ammunition. Net Explosive Weight and Hazard Class for an M830A1 Cartridge are 8.102 kg/17.86 lb and 1.2.1.E. Specifications: The M830A1 Cartridge will be refurbished to meet the requirements of the MIL-C-70983A. Planned Acquisition: The Government anticipates making one (1) Firm Fixed Price (FFP) contract award consisting of a base award quantity plus three (3) option periods.� Deliveries will be required within eighteen (18) months after contract award.� First Article Acceptance Test may be required. The Government anticipates restricting Load, Assemble and Pack (LAP) to Iowa Army Ammunition Plant. Submission Information: A respondent to this survey must have the majority of skills and facilities that are required to perform this maintenance effort.� If a respondent does not have these resources (technical, manufacturing, personnel, storage capacity, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period.� If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same resource criteria as the prime contractor.�� All interested firms and manufacturers, regardless of size, are encouraged to express interest by responding to this sources sought with the following information: 1. Identify your company name, address, telephone number, email address, technical point of contact, Company Size for the identified NAICS code (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). 2. Provide a brief summary of the company�s capabilities (to include organizations, description of facilities, storage capacity, equipment, manufacturing processes, inspection capability, skills, personnel, ability to meet required delivery schedule), current product literature, illustrations, drawings and relevant company background. 3. Identify and include a brief summary of any potential subcontractors' capabilities and identify key components or processes that would be subcontracted. 4. Identify minimum and maximum monthly quantities and identify the available capacity considering any other known production. Responses must be received no later than 30 calendar days of this publication date. All responses to this notice shall be submitted electronically to the Procuring Contracting Officer, anna.e.whitcomb2.civ@army.mil, and Contract Specialist, david.w.buennig.civ@army.mil. Any information deemed proprietary must be marked accordingly. All information is to be submitted at no cost or obligation to the Government. All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM). The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey. This market survey is for information and planning purposes only and shall NOT be construed as a Request for Proposal (RFP) or an obligation on part of the Government. The Government will not reimburse respondents for the costs to prepare responses to this market survey. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Industry responses to this sources sought do not represent binding offers, and the Government cannot accept an industry response to form a binding contract.� The Government intends to use any information submitted in response to this request to develop an acquisition strategy for future requirements of these items. This is only a market survey notice, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published.
