- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate on a noncompetitive, sole source basis, under the authority of FAR 6.302-1(a)(2) �Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements�, to ARCADIS U.S., INC, to provide engineering support during construction. This service will be delivered to the Jacksonville District, USACE. NAICS Code is 541330, and size standard is $15 Million. The Contractor will provide Engineering During Construction (EDC) services corresponding to the Contract 2D: Channel Walls, and Contract 2E: Bottom of the Channel Rio Puerto Nuevo Project San Juan, Puerto Rico, assisting the Government in evaluating and responding to Request for Information (RFI) and review of shop drawings and other construction submittals. The sole source determination is based on ARCADIS U.S., INC, being the designer of record (DOR) and the most highly qualified company that can deliver the expertise required without resulting in substantial duplication of costs to the Government that is not expected to be recovered through competition. This Notice of Intent is NOT a request for competitive proposals. Parties may express their interest; accompanied by supporting literature, to the Contracting Officer no later than 27 February 2023 C.O.B. Responses should be sent to Remi.j.Eggers@usace.army.mil. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
