Market Research/Request for Information (RFI) Naval Facilities Engineering Systems Command (NAVFAC) Atlantic NNSY TRIPLEX FACILITY FIRE SPRINKLER, FIRE ALARM AND MASS NOTIFICATION SYSTEM, EGRESS IMPROVEMENTS, AND FIRE RATED WALLS THIS IS A REQUEST FOR INFORMATION NOTICE ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL (RFP).� THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This market research tool is being issued for information purposes only and is not to be construed as a commitment by NAVFAC Atlantic, implied or otherwise, to issue a solicitation or ultimately award a contract and no reimbursement will be made for any costs associated with providing information in response to this notice. NAVFAC Atlantic is performing this RFI to aid in the development of its acquisition approach. �In accordance with FAR 52.215-3, Request for Information and Planning Purposes (Oct 1997): (a) The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Your response to this RFI will be treated as information only. It shall not be used as a proposal. (b) This RFI is issued for the purpose of identifying potential sources and project duration feasibility for a construction project in the +800,000 Sq. Ft Triplex facility within the Controlled Industrial Area (CIA) at the Norfolk Naval Shipyard (NNSY), Portsmouth Virginia.� Scope may include design, construction, testing/commissioning of fire sprinkler systems; combination fire alarm & mass notification system; egress improvements, and fire rated walls. .� The work would need to be completed within an active production facility that operates 3 shifts per day, weekends, and holidays.� Shifts: 1st 0600-1600; 2nd 1600-0000; 3rd 0000-0600. The Government requests written information from industry in the following areas: Challenges performing construction projects that involve construction within CIA at NNSY, Portsmouth, Virginia, including but not limited to base and CIA access, facility access, clearances for workers, contractor laydown areas to include exterior and interior, etc. The Government would like to determine if the project would be feasible in 12, 24, or 36 months as limited by shifts available for construction.� Challenges performing work during 3rd 0000-0600 only; second 1600-0000 and third shift only; and all shifts, weekends and holidays.� �Please complete the chart in the attached notice and provide feedback to responses. Challenges performing construction activities within NNSY including but not limited to, materials procurement, supply chain movement, material clearance, etc.� Specifically, address any known challenges with fire protection materials and labor to allow design/construction within the time periods listed above. Challenges to performing the work within an active industrial occupancy where phasing of construction activities and laydown will be required. Challenges to performing the work within high bay spaces concurrent with active industrial occupancy. Identify additional pertinent challenges to project completion not identified above.� Also, provide additional feedback that you believe is helpful for the Government to consider when determining its acquisition strategy and project development. In addition to the RFI above, the Government will host a site visit on 10 February 2023 so industry can see the facility and provide informed feedback on each of the items above. REGISTRATION IS REQUIRED TO ATTEND AND LATE REGISTRATION WILL NOT BE ACCEPTED. Below are additional requirements for the RFI Site Visit: Each attendee must be a U.S. Citizen; The site visit is limited to two representatives per company; Attendees must have a valid Government Issued Driver�s License or Identification Card; PPE will be required to enter the CIA for the site visit (i.e. hardhat, hearing protection, etc.); Responses to this RFI Notice should reference �NNSY TRIPLEX FACILITY RFI� and must include the following information in this format: a. Brief description of company including: Company Name, Address; Corporate website URL; point of contact name, phone number and email address. Business size (see http://www.sba.gov/size/indextableofsize.html). b. Statements that address the seven items of interest along with the basis for your responses.� c. Brief description of applicable past work performed that included construction of fire sprinklers, fire alarms and mass notification systems, and egress improvements. Describe in the methodology how you managed the requirement. Describe the technical approach for construction material acquisition, document control and special requirements for the fire alarm construction. d. Provide any additional information that you feel relevant to the solicitation. Documentation of items (a-d) must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience.� Standard company brochures WILL NOT be reviewed.� Your submission package is not to exceed 10 single-sided pages (12-point font minimum). Responses must be sent to the following email address by 1700 EST on 17 February 2023.� Responders are reminded to mark any proprietary data.
