- Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Atlantic requires the removal of approximately 1000 gallons of oily waste and 90 gallon over-pack w/ filters & rags removed from NOAA Ship Nancy Foster. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2140-23-00703 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. (iv) The NAICS code for this acquisition is 562910� Remediation Services. This solicitation is being posted as a small business set-aside with a small business size limit of $22M. (v) Line items are as follows: CLIN 1:������������ Require 1000 gallons of oily waste and 90 gallons over-pack w/filters & rags removed from NOAA Ship Nancy Foster on 04-Apr-2023. (vi) Description of requirements for the items to be acquired:� The NOAA ship Nancy Foster requires the removal of approximately 1000 gallons of oily waste and 90 gallon over-pack w/ filters & rags removed from the ship.� Contractor will require TWIC to enter facility. �Quotes shall state whether they can meet the period of performance. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required 4/4/2023 to: NOAA Ship Nancy Foster, FLETC Pier Papa, 1050 Register Street, North Charleston, SC 29405. (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition.� Please see attached Terms and Conditions for specific evaluation criteria.
