- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number 12FPC223Q0020 is issued as a Request for quotation (RFQ), and the acquisition procedures at FAR Part 13 are being utilized. The Government intends to issue a firm fixed price contract. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 effective 12/30/2022. (iv) The acquisition is a 100% set aside for Small Business vendors. The applicable NAICS 541370 - Surveying and Mapping (except Geophysical) Services. (v) Line Item. See (Attachment 1) - Pricing Sheet (vi) Description of Requirement. United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) to provide Resource Analysis, Assessment and Policy Support for the Resources Assessment Branch (RAB) and the Resources Inventory Branch (RIB) GIS Lab in support of Water Resources Conservation Act (RCA). Please see Statement of Work (SOW) for detailed narrative (Attachment 2) (vii) Date(s) and Place(s) of Delivery and Acceptance. Work is anticipated to begin April 23, 2023 for a base period of twelve months. Four (4) one-year option years will be exercised at the discretion of the Government subject to the availability of funds. Base Year: 04/23/2023 - 04/22/2024 Option Year 1: 04/23/2024 - 04/22/2025 Option Year 2: 04/23/2025 - 04/22/2026 Option Year 3: 04/23/2026 - 04/22/2027 Option Year 4: 04/23/2027 - 04/22/2028 (ix) FAR provision 52.212-2, Evaluation-Commercial Items does not apply to this solicitation. See (Attachment 3) - Evaluation of Quotes. The offeror must meet the requested criteria under Attachment 3 - Evaluation of Quotes and the following: 1. You must be active in SAM prior to award; 2. Return with quote the below checked provisions, 52.204-24 and 52.204-26; 3. Amendments acknowledged, if any issued; 4. Submit your responses as follows: a. Volume I - Price Quote (Attachment 1) b. Volume II �- �Technical /Non-Price Factors (*technical proposals must not contain any reference to cost or price) c. Volume III - �General submission requirements (SAM Registration Status / Reps & Certs, etc.) (xv) Quotes are due no later than 2:00pm Eastern Time on March 17, 2022.
