- Description
- (i)� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)� The solicitation number is 75N95023Q00033 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; FAR Subpart 13.5�Simplified Procedures for Certain Commercial Items; and FAR Part 12�Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. (iii)� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-01 with effective date Jan 12, 2023. (iv)� The associated NAICS code 541990 and the small business size standard is $17.0 million. This requirement has no set-aside restrictions. (v)� �This requirement is for electrodes that have been designed and tested for reaching deep structures in nonhuman primate, like the amygdala, but still suitable for superficial cortical recordings in nonhuman primates. The specified electrodes are required for three ongoing studies of reward-related circuitry, an essential component of the National Institute of Mental Health (NIMH) mission to understand and develop treatments for behavioral disorders. Project requirements: Summarize the potential requirement or proposed acquisition, including its scope, focus, technical/performance requirements or specifications, and any deliverables, reports, and/or data that may be required under any resultant contract. Highlight any areas of particular importance. Product Description: 64 channel electrode � QTY: 02 32 channel electrode � QTY: 02 Salient characteristics include: Passive electrodes for deep recordings in nonhuman primates 64 and 32 contact linear electrode arrays Minimum loss of signal while electrodes are being repositioned (this requires smooth movement in the brain) Sufficiently robust to tolerate 20 to 40 or more penetrations Validated for our application 120 mm overall length to reach deep structures Omnetics connectors wired to match Ripple Nano head stages Shipping must be included with the order. All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. (vi)��� Delivery shall be made to: National Institute of Neurological Disorders and Stroke (NINDS), Building 35, Room 2B-1008, 35 Convent Drive,�Bethesda, MD 20892 (vii)� �The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is within 90 days after receipt of order (ARO).� Delivery destination will be f.o.b. destination. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance. Technical and past performance, when combined, are significantly more important than cost or price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
