THIS IS A SOURCES SOUGHT NOTICE ONLY. � �� � This is a Sources Sought Notice (SSN) and does not constitute a commitment by the Government. �This is NOT a solicitation for proposals, proposal abstracts or quotations. �The purpose of this notice is to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10, to identify potential sources to provide the requirement and gather information on current capabilities within the market. �All information submitted in response to this sources sought notice is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. �Proprietary information submitted should be marked appropriately. �All submitted information shall remain with the U.S. Government and will not be returned. The Department of Health and Human Services (HHS), Administration for Strategic Preparedness and Response (ASPR) has a future requirement for a comprehensive preventative maintenance (PM) program of the National Disaster Medical System (NDMS) medical equipment and non-medical equipment. �This requirement is to provide PM, such as but not limited to cleaning, periodic inspections, testing, calibrations, charging, repackaging, and necessary parts/battery replacements. �This equipment is contained within kits, caches, sets, and in general inventory. �The mission of the HHS/ASPR is to ensure the availability and rapid deployment of life-saving pharmaceuticals, antidotes, other medical supplies, equipment, and support infrastructure of the NDMS to counter effects of a medical disaster. �When state, local, tribal, and territorial responders request federal assistance to support their response efforts, NDMS ensures that the right medicines, supplies, and support resources get to those who need them most during an emergency. �ASPR maintains a repository of medical and non-medical equipment strategically located that would be used to federal emergency missions, public health declarations, and humanitarian assistance requests. � A potential Offeror must meet the following Mandatory Qualification Criteria (MQC): 1.�� �Must have the ability to subcontract with Zoll Medical Corporation to furnish preventative maintenance on Zoll equipment, as they have not authorized licensed third-party vendors to perform certified services. It is anticipated that a combined Synopsis/Solicitation will be announced approximately March 2023 with proposals due a minimum of 15 days after the solicitation issuance. �While the mandatory qualification criteria do not have to currently be met, all the MQC must be met by proposal submission. �Proposals that do not meet the MQC will not be considered for evaluation. �The anticipated period of performance will be 60 months. �The Government anticipates making one (1) award. The Government is seeking qualified small business concerns and seeks to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses (SB), small disadvantaged businesses (SDB), woman-owned small businesses (WOSB), service-disabled veteran owned small businesses (SDVOSB), historically underutilized business zone small businesses (HUBZone), or 8(a) certified small businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code 811210 (Electronic and Precision Equipment Repair and Maintenance) utilizing the corresponding index entry of Medical and Surgical Equipment Repair and Maintenance Services. �The U.S. Small Business Administration (SBA) small business size standard is $34M. �Your response to the information requested will assist the Government in determining the appropriate acquisition strategy, including whether a set-aside is possible. �Teaming arrangements are encouraged. �Any organization, especially small business concerns that can perform the work is encouraged to respond. Respondents to this sources sought notice may identify their interest by submitting a capability statement, including a response to the requested information above, how they plan to meet the mandatory qualification criteria, and provide primary contact information at the organization (name, email, address and telephone number) handling this sources sought notice in the event HHS has additional questions or requires clarification of the submitted information. �Responses are limited to 10 pages. �Data sets (i.e., tables, charts, graphs) and documents that are pertinent to the response can be submitted as appendices to the primary submission. �All respondents and comments to this sources sought notice shall reference ""SOL: 75A50223R00002"" and be submitted to Kim Morris, Contracting Officer, at kmorris1@cdc.gov by�2:00PM EST, February 23, 2023.
