SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Health Level Seven (HL7) Membership Contracting Opportunities Notice: 36C77623Q0234 The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to Health Level Seven International Inc. (HL7) for Benefactor Membership. This is an annual membership with a one-year period of performance. The VA intends to solicit and negotiate with Health level Seven International Inc., 3300 Washtenaw Avenue, Suite 227, Ann Arbor, MI, 48104. Benefactor Membership to HL7 is crucial to the ongoing expansion and overall success of the organization. This service is specific to one contractor. This service is not available through any other business. HL7 and its members provide a framework (and related standards) for the exchange, integration, sharing, and retrieval of electronic health information. These standards define how information is packaged and communicated from one party to another, setting the language, structure, and data types required for seamless integration between systems. HL7 standards support clinical practice and the management, delivery, and evaluation of health services, and are recognized as the most commonly used in the world. The Benefactor level of membership includes immediate access to all HL7 standards as they are released, the right to distribute HL7 s standards on an internal basis solely for use within the organization, authorization to use excerpts from HL7 standards in the organization s implementation guides and the right to distribute them publicly, the maximum number of assigned voting members, Annual Benefactor Award and recognition at HL7 working group meetings, and listing in the online Benefactor Directory and includes organization's website access to the Members Only section of the website. HL7 membership benefits shall include: Renewal of HL7 Membership grants VA the following privileges: Twelve (12) assigned voting members The ability to transfer membership to others in the organization (helpful if someone leaves the organization or shifts focus to non-HL7 projects) Multiple copies of all current HL7 standards The ability to distribute the standards within VA The right to distribute excerpts of the standard to clients (i.e., as part of proposals or technical documentation) The official ""HL7 Organizational Member"" logo to display on our website or include on our marketing materials or proposals Discounts for our entire organization on HL7 products and online bookstore items Discounts on HL7 meeting registrations Listing in online organizational member directory Free online job postings (up to five postings per month) Generic log-in that gives our entire organization access to the Members Only section of the website This procurement is being conducted in accordance with FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 813920 and the Small Business Administration Size Standard is $23.5 Million. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Special Notice.   Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided.
