- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs Olin E. Teague Veterans Medical Center Anesthesia Service in Temple, Texas intends to award a brand name or equal contract award for the purchase of Nihon Kohden Life Scope G5 Max Bedside Monitor. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 334510 with a size standard of 1,250 employees. LOCAL STOCK NUMBER: INSTALL-SOLUTION-M STATEMENT OF WORK A. GENERAL INFORMATION 1. Title of Project: Nihon Kohden Life Scope G5 Max Bedside Monitor 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW). The scope of the contract is to deliver two (2) Nihon Kohden Life Scope G5 Max bedside monitors to include all accessories to deliver full functionality. All components required are listed under Brand Name Only Identification below. The delivery location is specified below under Government POC. The purchase of this equipment does NOT require access, exchange, transmission nor storage of VA sensitive information. This equipment does NOT require connection to any VA computer system. 3. Background: The anesthesia department requires these additional patient monitors to complete the build of 2 anesthesia machines which will be used in the GI suites where anesthesia is administered. Nihon Kohden is the patient monitoring system used exclusively at CTVHCS, Temple, TX. As such, only fully compatible equipment will meet the Government s need for this requirement due to the existing patient monitoring system and IT infrastructure currently in place. The monitors requested must be capable of interfacing with the facility s Nihon Kohden central monitoring system. Nihon Kohden America, Inc. is the only OEM capable of meeting this specification. Therefore, only Nihon Kohden brand name patient monitors may fulfill this requirement. 4. Performance Period: The contractor shall complete the work required under this SOW in 90 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). Scheduled delivery will be provided only during VA normal working hours, local site time. The contractor will contact the Government POC prior to shipping to schedule mutually agreeable service times. 5. Salient Characteristics: Must have an LCD screen no larger than 15.6 with a touchscreen display All monitor functionalities must be fully integrated in the monitor without the use of modules Must utilize a smart cable for supplies and accessories which automatically detects, displays and measures the associated parameter ETCO2, 12 ECG with interpretation, Interbed function, and 72 hours of data at every bedside monitor Must be fully compatible with the existing patient monitoring system currently in use at the facility B.
