Description
This is a Request for Information (RFI) to obtain capability statements and potential feedback for a potentially upcoming Library of Congress (LOC) requirement. Specifically,�The Library of Congress (Library) at the National Audio-Visual Conservation Center (NAVCC) is one of the last facilities in the world specializing in 35mm black and white photochemical preservation. The film lab�s emerging digital restoration department specializes in 2K and 4K preservation and restoration services. �Both the photochemical and digital workflows support the preservation of and access to the Library�s motion picture collections. NAVCC requires consulting services for a Digital Cinema Mastering Suite to support its ongoing mission.� The NAVCC�s Film Lab is seeking to engage a consultant to develop a preliminary analysis, system design, and system integration requirements for a 4K digital cinema-mastering suite. The documented requirements analysis and design work for this project will be taken as deliverables, may be further edited by the government, and may be incorporated into a bid package for a contract to implement the system. (This process is generally referred to as design-bid-build.) The acquisition, building, integration, and maintenance of the system will be acquired through a subsequent contract(s). The current space is 1 room that is 25� wide and 28� deep, measuring to surface of screen. The current screen is 10� x 21� with the bottom edge 18 inches from the floor. Please see the end of the attached SOW for images of the space. In order to obtain this information, the Library is seeking capabilities statements or any other information your business would care to provide in order to help the Library understand the possible solutions available on the commercial marketplace. All capabilities statements received shall be reviewed to help the Library inform its possible future solicitation decisions relating to this requirement. Participation in this RFI is voluntary only and is no guarantee of future business. As an RFI, this is NOT an official solicitation. The Library is not seeking to obtain proposals or quotes at this time as a result of this notice. The Library is seeking simple capability statements from potential offerors as a way to perform supplemental market research. No contract shall be awarded as a result of this RFI. An official solicitation may be forthcoming at a later date. This notice solely constitutes market research. Capability statements are being requested to query the market, but they shall not be considered quotes or proposals. Under no circumstances shall any expenses be repaid as a result of contractor engagement with RFI this notice. Offerors are encouraged to ask questions or provide feedback so that the LOC may enhance its understanding to reflect a more accurate business environment for tis sort of work. Also attached is a draft Statement of Work. Offerors are encouraged to provide feedback on this document as well, and all comments/questions/suggestions shall be considered (this is not a guarantee that they will be answered to reflected in the final solicitation). Finally, rough orders of magnitude in terms of pricing is also being asked for. Please note, these would be estimates only and serve only the purposes of market research. However, for this project in particular, providing rough orders of magnitude is extremely important.
