Description
Las Vegas Field Office Job Order Contract (JOC) � Sources Sought This is a Sources Sought Notice for Small Businesses only.� Small Businesses that have existing and potential joint ventures, mentor/protege, and teaming arrangements are also encouraged to respond. This notice is not a request for offers or proposals. This is a market research tool being utilized to determine the availability and adequacy of potential small business sources prior to issuing a Request for Proposal. This notice does not represent a commitment by the Government to issue a solicitation or award a contract; requests for a solicitation will not receive a response. The Government is not obligated to and will not pay for information received as a result of this notice.� Requirement Description: GSA Region 9 intends to solicit construction firm(s) to perform minor construction repair and alteration projects in Clark County, Nevada.� Based on the results of market research, and interest demonstrated by response to this notice, GSA anticipates award of a Firm-Fixed Price single award Job Order Contract (JOC) to a prime construction contractor. The anticipated JOC will cover all federal and lease locations in Clark County, NV that are managed by the GSA Las Vegas Field Office.� The North American Industry Classification System (NAICS) code for the JOC will be 236220, which has a small business size standard of $45 million. The JOC performance period will not exceed five (5) years, broken out between a Base Year and four (4) Option Years.� Task orders placed under the JOC may range in value from $2,000 to $250,000.� It is anticipated that there will be multiple active task orders at any given time for the duration of the JOC, with performance to begin within 1 calendar day of an order being issued.� The JOC�s total aggregate Maximum Ordering Limitation (MOL) for the 5-year period will be $4.5 Million. The JOC delivery method to procure construction services will use a Unit Price Book, such as RS Means, and the contractor�s negotiated bid multiplier to establish task order pricing.� The contractor�s bid multiplier will take into account such things as city cost index, overhead, profit, general and administrative costs, etc. Source Information Requested: Interested Small Businesses are requested to respond to this notice by providing the below information.� Responses are limited to no more than ten (10) pages and must be submitted in PDF file format. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1. Company Name, Address, Point of Contact, Phone Number, Email address, UEI Number, DUNS Number.� Specify if you have an office location in Clark County.� If you do not have an office in Clark County, explain how you would plan to provide the required services under the JOC (identify/explain any teaming arrangements or use of local subcontractors). 2. Specify your firm's socio-economic classification(s) and provide your average annual revenue to confirm compliance with the $45M size standard for NAICS 236220. Socio-economic Classification(s): 8(a) Small Business, Small Disadvantaged Business, Historically Underutilized Business Zone (HUBZone) Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business, Woman Owned Small Business (WOSB), Small Business. 3. Provide Bonding Capacity per project and aggregate. 4. Provide a general statement of your qualifications, capabilities, and ability to perform general repair and renovation construction services in the dollar value range of $2,000 to $250,000.� Address your capacity to handle at least 5-10 task orders at one time and ability to begin performance within 1 calendar day of receiving a task order award.� 5. Confirm your ability to comply with the Limitations on Subcontracting requirement for general construction, which requires that the prime contractor not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded. 6. Confirm number of years� experience, if any, performing under JOC�s or similar contract vehicles (such as multiple-award IDIQ�s, SABER contracts) and the Government Agencies the contracts were awarded by.� 7. Provide the following information for no more than three (3) JOC�s or similar contract vehicles (such as multiple-award IDIQ�s, SABER contracts):� Contract number; Total Aggregate Contract MOL; General task order dollar range; General description of contract work; Location(s) of work; Awarding Government Agency; Owner Point of Contact Name, Phone and Email; Confirm if the contract is in CPARS. Not having experience performing under a JOC or similar contract vehicle does not preclude you from responding to this notice. As an alternative response for Item 7, you may submit no more than (3) projects that are a good representation of your firm�s qualifications and technical capabilities.� Provide the above listed information for each of the projects. Response Date and Government POC: No questions will be responded to in reference to this notice. The due date and time for responses is March 10, 2023, 4:00 PM PST.
