Description
SOLICITATION TYPE: FULL AND OPEN COMPETITION with HubZone Preference PROJECT NUMBER:� UT FLAP SLA 10(1) PROJECT NAME: �MILL CREEK CANYON ROAD PROJECT DESCRIPTION:� Mill Creek Canyon Road provides access to recreational sites in the Uinta-Wasatch-Cache National Forest from 3800 S. Wasatch Boulevard to the Upper Big Water Trailhead. The purpose of the project is to improve safety, improve access to high quality recreational opportunities, and protect the water and wildlife resources through natural resources best practices. Mill Creek Canyon Road is located within Salt Lake County in northern Utah. The majority of the road is located within the Unita-Wasatch-Cache National Forest but is maintained by Salt Lake County. The project consists of reconstruction and widening of Mill Creek Canyon Road from Big Water Trailhead to Elbow Fork (3.1 miles) to a 20-foot paved width and from Elbow Fork to Winter Gate (1.4 miles) to 24-foot paved width. Improve pertinent picnic area parking and trailhead areas, including, Big Water Trailhead, Alexander Basin, Clover Springs Picnic Area, Fir Crest Picnic Area, Elbow Fork, and Winter Gate (Maple Cove) parking/trailheads. To complete the proposed widening and realignment, timber removal, rock and soil cuts and fills, profile adjustments, curve widening, ditch reconstruction, retaining walls, culvert replacement, asphalt surfacing, erosion control, singing, and pavement markings are expected. Due to the mountainous terrain, significant boulders and areas with noted seepage or soft subgrade will be encountered. The project also includes drainage improvements consisting of extending existing box culverts with headwalls and wingwalls, replacement of the White Bridge box culvert, installation of a new Mill Creek box culvert, ditch or curb and gutter establishment, vegetated swales, and water quality basins. The project also includes installation of parking area vault toilets and 3-inch diameter electrical conduit and 2-inch diameter communications conduit with pull boxes below the roadway to support future utilities. An estimated eight retaining walls are proposed along the road or at parking areas to stabilize steep slopes and minimize the overall disturbance footprint.
