Description
THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR PROPOSALS. In accordance with FAR Part 5.203, this synopsis is issued to announce the Government�s intent to award a six-month, Time & Material, bridge contract on a non-competitive basis to General Dynamics Information Technology (GDIT) for Case Coordination Services while the competitive, follow-on contract is being procured. The sole source bridge contract will be awarded under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) has a need to award a bridge contract to ensure continuity of case coordination services while the competitive, five-year follow-on contract is being procured. The current Case Coordination Services contract expires on September 29, 2024. The contemplated sole source bridge contract will have a six-month period of performance, starting on September 30, 2024, with an option to extend up to six, additional months in accordance with FAR 52.217-8, Option to Extend Services. Under� this bridge contract, GDIT, the incumbent contractor, will develop and maintain case coordination programs to provide child welfare based, third-party recommendations (TPR) regarding care and release of unaccompanied children (UC) in ORR custody. The recommendations include safe and timely reunifications with family, transfers and placements, and identifying UCs with special or developmental needs and corresponding services. No other contractor is in the position to assemble a large team of Case Coordinators with the requisite Tier 2 clearances and case coordination experience by the expiration of the current Case Coordination contract on September 29, 2024. Award to anyone other than the incumbent contractor would result in a significant break in service. Award of this limited bridge contract will ensure ample time for the Government team to solicit,� complete source selection activities, and award the competitive, five-year, follow-on Case Coordination Services contract. It is anticipated that the solicitation for the competitive, follow-on Case Coordination Services contract will be released by the end of Q1, FY25. This is not a request for competitive quotes. Any interested firms must identify their interest and capability to respond to the requirement no later than one business day after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. � Please respond by 12pm (EST) on September 23, 2024. Your response must include your stated technical knowledge of experience with case coordination services for unaccompanied children or refugee populations, to include those with special needs, and information to demonstrate your ability to complete onboarding and clearance activities for all personnel required to commence full performance without interruption by September 29, 2024.
