- Pre-Solicitation Notice for Technical Support Services Contract (TSSC) This synopsis is a Pre-Solicitation Notice and not a Request for Proposal (RFP). The Department the of Interior, U.S. Geological Survey (USGS)) has a requirement for science, engineering, and technical support necessary to assist the USGS Earth Resources Observation and Science Center (EROS), located in Sioux Falls, South Dakota, in fulfilling its mission. Operated by the USGS, EROS is a national data reception, processing, archiving, distribution, and research facility for remotely sensed data and other forms of geographic information. EROS maintains the world's longest running collection of space and aircraft acquired imagery of the Earth, including over 12 million images acquired by Landsat and other civil satellites, and over 11 million aerial images. EROS conducts a broad range of activities in management of global earth observations data, including the development, operation and management of advanced systems for scheduling, processing, distributing, and applying land related earth science, mapping, and other geographic data and information. The center advances the remote sensing research and science applications that increase our understanding of our planet and result in solutions to societal needs. The Government anticipates an award of a performance based, Indefinite-Delivery, Indefinite-Quantity (IDIQ), type contract with cost-plus fixed fee and firm fixed-price type task orders. Actual contractor performance is estimated to begin on or about December 02, 2025, and continue for a period of five years. A site visit and Industry Day will be held at EROS (47914 252nd St., Sioux Falls, SD 57198) on November 20, 2024 from 09:00AM- 1:00PM CST; Small Business Representatives will be available for questions and Small Businesses are encouraged to attend. The Government plans to provide at least fourteen (14) days� notice for the site visit. Notification of intent to attend the site visit must be submitted via email to the Contracting Officer (kpederson@usgs.gov) no later than 2:00 PM CST on the day prior to the site visit. The number of participants is limited to three (3) representatives from your company. The email must include the name of all participants, their contact information to include the company�s name, address and their phone numbers. The Government does not intend and shall not pay for any travel or other costs associated with offerors attending the site visit. The Request for Proposals (RFP) may be issued on or about December 16, 2024. Interested parties may obtain a copy of the RFP electronically at https://www.sam.gov when posted as RFP 140G0124R0023. This requirement is being issued as a full and open competition in accordance with FAR Part 15 for competitive acquisitions. USGS will not accept unsolicited proposals related to the subject of this announcement. USGS does not intend to pay for the preparation of any information submitted in response to this announcement. Those interested parties that want to qualify as a small business must qualify under the North American Industry Classification System Code (NAICS) 541513, ""Computer Facilities Management Services"". The size standard for this NAICS code is $37 million. The solicitation, all related documents, and amendments, if any, will be only released and available electronically through https://www.sam.gov posting systems at https://www.sam.gov . As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the https://www.sam.gov website for any solicitation amendments. All responsible sources are encouraged to submit an offer.
