This is a SPECIAL NOTICE and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. Notice Details. The U.S. Army Corps of Engineers (USACE), Northwestern Division is hosting a one-hour virtual industry event on 17 October 2024 to gather industry input as it evaluates project construction risks, industry capabilities, and strategies for the following 4 proposed large (Mega) projects to be constructed in the same geographical area in Oregon: Department of Veterans Affairs (DVA) VA Southern Oregon Rehabilitation Center & Clinics (SORCC) New Construction of Buildings 300 and 301, Seismic Upgrade and Renovation of Building 201, and Associated Demolition in White City, Oregon. VA Portland Health Care System (VAPORHCS) Seismic Retrofit & Renovation � Phase 3, Portland, OR (managed by the USACE Portland District). Roseburg VA Health Care System (RVAHCS) Seismic Upgrade and Renovation, Roseburg, OR (managed by the USACE Seattle District). Department of Defense (DOD) Over the Horizon Radar (OTHR) project (location in Oregon TBD, managed by the USACE Kansas City District) The purpose of this meeting is to provide an overview of the four projects, discuss potential source selection details, and describe the organizational structure USACE will use to execute the four projects in one state. Firms that respond to this announcement will be provided further details and a link to the virtual meeting. Following the presentations, the government will provide the presentation slides and requests that each firm provide responses to one or more questionnaires to be launched at the conclusion of the event. Responses will be considered for use in solicitation development. Project Site Backgrounds/Scopes: SORCC, White City, OR � This facility was originally constructed in 1942 as a WWII training facility, but over the years has transformed into a multi-faceted medical facility with a wide range of services. One of the major factors identified in previous Facility Conditions Assessments is the inadequate seismic force-resistance of many structures on campus in accordance with current standards. The project includes new construction of B300 and B301, the renovation of B201, and associated demolition. The scopes of work will be covered under two (2) separate design-build construction acquisition packages. Package 1 is the primary construction package and captures the execution of significant portions of work in a single construction acquisition. Package 2 is the secondary construction package and captures the execution of the remaining portions of work. VAPORHCS, Portland, OR � The site is an established large VA hospital with multiple facility structures. Information regarding Phase 3 of this project will be presented. Phase 3 will be the seismic retrofit of B100, B101 and B102, including interior renovation and modernization in accordance with the program for design (PFD), which is currently under revision. The Phase 3 work is not currently authorized and will be funded in a future year. Currently the estimated start date is in the decade of 2030. RVAHCS, Roseburg, OR � The program currently includes two (2) phases and seven (7) interrelated projects. Phase 1: Construction of new medical facility, B100, and the re-alignment of associated utilities. Phase 2: Seismic Upgrade and Renovations of B2 and B1AC and Demolition of existing buildings. B2 is considered a historic building and involves a full renovation of the facility. B1AC scope only includes the first floor of the facility and segregating elevators from B1. Demo of existing Facilities Buildings 17, 57, 58, 60, 63, 84 and T15 to include associated site work, parking lot development and roadway realignments. The program year is TBD, no funding has been authorized. DOD OTHR, Location TBD - The OTHR system will be located on two remote sites in the North-West United States and will provide long range early detection and tracking capability for low flying targets approaching the borders of North America. The two sites are located in areas with little or no utility infrastructure and outside commuting range of any metropolitan areas.� Construction on the sites will include earthwork to accommodate large antenna arrays, dining and lodging facilities to support personnel housed on-site, mission operations facilities, and power generation facilities.� The sites will require large amounts of earthwork and civil infrastructure development.
