Description
Scope. This is a FIRM FIXED PRICE non-personal services contract to provide ALL furnished fitting, alteration/tailoring and garment pressing services (henceforth called tailoring services) for Accession Personnel (trainees) at the USCG Training Center Cape May, NJ (TCCM). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. �� Background. TCCM provides military training to Coast Guard personnel (active-duty recruits and reservist) and Direct Entry Petty Officer Training (DEPOT) personnel, both male and female. These trainees are considered �accession� personnel entering or returning to military service. During accession training, a variety of uniforms are issued for wear during and subsequent to military training at TCCM. Accession personnel uniforms must meet the standards set forth in the Coast Guard Uniform Regulations. Consequently, tailoring services performed by the contractor must be accomplished to Uniform Regulation standards. The Uniform Regulation guidelines provide an introduction to the uniform appearance philosophy of the Coast Guard as well as instructions regarding body measurements, fitting and alteration/tailoring requirements. Contractors have provided tailoring services at TCCM for Coast Guard accession personnel on an annual basis. The annual estimate is projected to be approximately 4,000 for the basic year of the contract (Reference Attachment 1 Loading Plan for FY25 not yet available). Projected personnel accessions numbers will change based on Coast Guard needs and the number was typically 3,000 to 5,000 annually under the last two contracts. There are no other tailoring contractors on this USCG facility. As such this contract does not prohibit �over the counter� commercial tailoring services at the government furnished facility to non-accession personnel subject to the approval of TCCM Commanding Officer and Contracting Officer Representative (COR). Over the counter commercial tailoring services are not part of this contract and the Contracting Officer may determine that it is in the best interest of the government to deny Contractor use of the government furnished facility should the over-the-counter services interfere with the successful performance of the Contractor under the contract.
