**� �Update�� 20 Sep 2024 ��** The current Digital Media Services contract was competed as an 8(a) program set aside; the current contract is the successor contract to an 8(a) program direct award (that is, it was not competed).� Once a requirement has been successfully awarded under the 8(a) program, it typically remains in the 8(a) program. The DMS 3 acquisition is currently in the market research phase, and the Sources Sought notice on SAM.gov is one means of collecting information about possible sources.� While it is likely that the requirement will continue to be set aside under the 8(a) program, capability data is being collected in this phase.� Data about other small business programs is useful market research information; it is also an expectation for Air Force Market Research Reports to identify applicable programs for any firm reviewed for capability. � � Current Contract Number:� FA255020P0029.� �Award Date:� 14 Sep 2020.� �Basis:� Competitive 8(a). � � Predecessor Contract Number:� FA2550-15-C-2003.� �Award Date:� 31 Mar 2015.� �Basis:� 8(a) Direct Award. **�� End of Update�� 20 Sep 2024�� ** Request for Information (RFI), Digital Media Services 3 (DMS 3), 12 Sep 2024 1.� This notice is for the 50th Contracting Squadron (50 CONS), Schriever Space Force Base (SFB) to request information for market research of the performance of the planned Digital Media Services 3 requirement.� A draft Performance Work Statement (PWS) is included with this RFI. 2.� Included with this RFI is a Microsoft Word file for responders and potential offerors to use to submit contract experience references.� Please return your firm's response by e-mail to: ��������� Stephen Cooper, Contracting Officer, 50 CONS, stephen.cooper.1@spaceforce.mil and to: ��������� Melanie Briggs, Contract Specialist, 50 CONS, melanie.briggs.2@spaceforce.mil 3.� The DMS 3 requirement is for the Contractor to provide digital and media services for Schriever SFB, and supplemental public affairs services for Space Delta 1 Public Affairs (SBD 1/PA).� The services required are professional communications and digital media to Schriever SFB and mission partners and quality supplemental public affairs services to SBD 1 personnel and mission partners.� Services will include customer service and work control; photography; graphics; multimedia records management; self-help multimedia support; public address support; product multimedia display; multimedia asset management and maintenance; multimedia conference room and auditorium support, with teleconference (TC) and video teleconference (VTC) support. 4.� Services will be performed primarily at Schriever SFB and Peterson SFB, and may include area travel within a 26 mile radius of Schriver SFB, using 210 Falcon Parkway, Schriever SFB CO 80912 as the originating point.� However, the Contractor will not travel to the United States Air Force Academy (USAFA) to provide services.� Contractor support for Peterson SFB requests outside Schriever SFB include 24 events per 12 month contract period. 5.� This is not a Request for Proposal (RFP); this Request for Information is for obtaining the responding firm's past or current contract experience for contract performance requirements which are the same or are similar to the planned DMS 3 contract requirements. 6.� This RFI is a draft requirement for market research only.� Any response to this RFI is voluntary and the Government will not pay for any response submitted. �This RFI should not be considered a commitment on the part of the Government to award a contract; the Government will not be liable for any costs incurred in anticipation of a contract. �All responses to this RFI will be kept by the government.� No contract will be awarded from this RFI. 7.� The following Ombudsman notice applies to this RFI. 5352.201-9101 Ombudsman (Jul 2023) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, AFICC/OL-SPC Director or Deputy Director of Contracting, 250 Peterson Blvd, Ste 315, Peterson AFB, CO 80914, (P) 719-304-4143 or 719-314- 6917, Workflow e-mail: afica.ks.wf@us.af.mil.� Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer. (End of clause) 8.� No certification of funds for the subject requirement are available at present; therefore, the following statement applies to this acquisition: Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 9.� Responses to Government questions submitted in response to this RFI, as well as comments or suggestions, may be used by the Government for the purposes of acquisition planning.
